About the position

The Federal Budget Manager role at Lynch Consultants, LLC (LC) supports the Defense Threat Reduction Agency (DTRA) in managing IT acquisition planning and reviews. This position focuses on streamlining IT requirements and acquisition processes, ensuring compliance with various policies, and providing quality assurance for IT acquisition actions. The role requires a blend of budgeting, IT acquisition, and compliance experience to effectively contribute to the agency's mission.

Responsibilities

  • Streamline Agency IT requirements review and acquisition processes and promote defensible risk-taking.
  • Maintain cognizance of IT acquisition requirements through participation in program acquisition reviews, ensuring documentation of input, analyses, recommendations, and controls.
  • Perform and provide CIO review of all Agency IT acquisition actions, maintaining appropriate reporting of obligation approvals.
  • Draft standard operating procedures and support implementation of changes/new controls, performing research or analysis to revise guidance.
  • Provide quality assurance functions by reviewing completed work for accuracy, compliance with laws, accounting standards, and regulations, and ensuring error-free documentation prior to submission to Government.

Requirements

  • 5-8 years of total experience, including budgeting/execution, IT acquisition, and IT compliance/portfolio management experience.
  • Bachelor's Degree required.
  • Active DoD Secret Clearance required.
