About the position

The Federal Financial Analyst IV position at Connexus Hub involves providing expert financial analysis and support for government agencies, particularly in managing complex financial tasks and ensuring compliance with relevant laws and regulations. The role requires oversight of financial activities, budget management, and collaboration with government leads to facilitate effective financial operations.

Responsibilities

  • Serves as the on-site single point of contact with the government's COR.
  • Monitors contractor personnel and works with the COR to maintain performance objectives and goals.
  • Assists government leads and technical experts with developing, managing, and monitoring FMPs spend plan/budget throughout the fiscal year.
  • Ensures timely processing of requirements, request funding authorization forms, or budget transfers as approved by government lead.
  • Provides regular status reporting and change requests as required/needed.
  • Verifies proper use of funds and monitors status of financial activity and obligation targets.
  • Identifies and monitors FMP transactions and performance to identify trends/anomalies and their significance to ongoing programs and operations.
  • Assists government lead in requirements development.
  • Provides a calendar of events for FMP quarterly budget execution; ensuring all known requirements are processed in the quarter required by CFO.
  • Assists in the preparation of and/or review acquisition support documentation for accuracy, compliance with Agency and DoD acquisition and financial policy.
  • Creates/completes Acquisition Planning Record (APR), Purchase Requests (PR), in the DIA Contract Management System (CMS), and tracks progress of CMS packages until fully approved, committed, and obligated.
  • Assists with preparation of Support Agreements, follows status of agreements submitted by FAAM for approval and signatures until fully approved and adds to FMP purchase request folder.
  • Follows CMS packages through fund certification, ensuring timely commitment and obligation, making corrections as needed and approved.
  • Develops a collaborative process within FMP to reduce unliquidated obligations and ensure all expiring funded documents are closed out in a timely manner.
  • Prepares invoice receiving acceptance forms, submits to TPOC for signature and uploads signed document to MIPR Acceptance and Logging Tool (MALT).
  • Runs Account Detail Reports (ADR) in FACTS as needed to reconcile expenses, prepares documentation to identify low or high contract burn rate with TPOC as it relates to purchase requests advising if additional funds are needed or if funds need to be reduced, and the reasoning.
  • Develops requirement prioritization list for FMP leadership, facilitating their decisions related to unfunded requirements, adjustments to the FMP spend plan, and to support fiscal year close-out.
  • Continually reviews internal financial operations, regulations, and procedures to ensure compliance with laws, directives, and regulations.

Requirements

  • At least 15 years working within federal government budget formulation and execution.
  • Extensive experience in non-expiring fund execution, monitoring, and financial reporting.
  • Lengthy experience in managing federal budgets over $20M.
