About the position

The Federal Reserve Financial Services (FRFS) enterprise is seeking a Senior Vice President and Head of Operations to join the Payments Operations Senior Leadership Team (SLT). This pivotal role will report directly to the Chief of Payments Operations and will be instrumental in steering FRFS towards its future objectives. The selected individual will act as the primary executive overseeing business operations for key services including FedNowSM, FedACH®, Check Services, and Wholesale (Fedwire® Funds, Securities, and the National Settlement Service). This position demands strategic leadership and operational oversight concerning the suite of application services and other supported services, ensuring that FRFS meets its mission effectively. In this role, the Head of Operations will contribute to the vision, strategy, values, and priorities that guide the FRFS enterprise. Responsibilities include providing direction and oversight for the operation and monitoring of all payments and securities services processing applications, ensuring that operational performance and quality targets are consistently met. The officer will drive the development of best practices for special handling of items and advance comprehensive resiliency, business continuity, and incident management strategies for FRFS services. Continuous improvement and automation opportunities will be identified and supported, with a focus on enhancing the efficiency and effectiveness of 24 x 7 operations in a highly virtual and matrixed environment. The Head of Operations will also play a crucial role in the technology and product development pipeline, seeking innovative ways to streamline and enhance customer experience. Collaboration with other FRFS leaders will be essential to identify, prioritize, and plan application improvements. A strong culture that prioritizes customer needs will be fostered, alongside building relationships and trust with stakeholders and external partners. Active engagement in industry conferences and other relevant engagements will be expected to ensure alignment with contemporary thinking and customer needs.

Responsibilities

  • Contribute to the vision, strategy, values, and priorities of the FRFS enterprise as a member of the Payments Operations senior leadership team.
  • Provide direction and oversight for the operation and monitoring of all payments and securities services processing applications.
  • Ensure all operational performance and quality targets are achieved.
  • Drive performance and development of best practices for special handling of items.
  • Advance comprehensive resiliency, business continuity, and incident management strategies for FRFS services.
  • Identify, justify, and support opportunities for continuous improvement and automation.
  • Measure initiatives to enhance the efficiency and effectiveness of 24 x 7 operations in a virtual and matrixed environment.
  • Provide input into the technology and product development pipeline to streamline and enhance customer experience.
  • Identify, prioritize, and plan application improvements in consultation with other FRFS leaders.
  • Create a strong culture that prioritizes customer needs and fosters a cohesive understanding of service usage.
  • Partner with leaders within FRFS and colleagues throughout the System to build relationships and trust.
  • Represent FRFS on System committees and workgroups as needed.
  • Develop close relationships with key stakeholders and external partners to align services with customer needs.
  • Engage actively in industry conferences and other internal and external engagements.

Requirements

  • Track record of successful leadership to drive results and manage change in a highly matrixed and virtual team.
  • Demonstrated ability for strong execution and accountability for results.
  • Commitment to building a customer-centric culture through an enterprise approach.
  • Excellent communication skills with senior leaders across the Federal Reserve System.
  • Thorough understanding of payment services via FedLine® Solutions, Fedwire® Funds and Securities, NSS, FedCash®, FedACH®, Check Services, and FedNow® Service.
  • Proficiency in rethinking business models or established practices.
  • Excellent change management skills, including advocating, anticipating, and orchestrating change.
  • Skilled in creating a team culture that enables staff to achieve results in a changing environment.
  • Strong business acumen with the ability to be a hands-on, visible, goal-oriented leader.
  • Strong collaboration skills and an interest in building trust at all levels of the organization.
  • Demonstrated success in working across a matrixed environment and influencing outcomes without express authority.
  • Strong champion of building a diverse and inclusive work environment.
  • Intellectually curious and agile, with demonstrated ability to experiment and lead innovation.

Nice-to-haves

  • MBA or similar post-graduate degree preferred.
  • Experience in Federal Reserve Financial Services is strongly preferred.
