About the position

The FEMA PA Technical Specialist role involves providing technical assistance to support the FEMA Public Assistance Program. This position requires professionals such as architects and engineers to conduct site inspections, develop scopes of work, and analyze engineering reports. The role is critical in ensuring the effective delivery of disaster recovery services and requires extensive travel to various locations as determined by FEMA's needs.

Responsibilities

  • Conduct site inspections to validate and record infrastructure damage, including taking photographs and making site sketches.
  • Develop and review scopes of work and cost estimates, ensuring compliance with code and standard requirements.
  • Review and analyze engineering reports, designs, and as-built plans.
  • Make recommendations regarding claim eligibility for disaster recovery projects.
  • Develop or evaluate hazard mitigation proposals and benefit-cost analyses.
  • Work with applicants to prioritize their projects and facilitate meetings throughout the program delivery and recovery stages.
  • Provide analyses and updates reports, participate in status update meetings with FEMA, and identify the need for technical specialists.
  • Coordinate and complete basic to moderately complex site inspections to validate and record damage.

Requirements

  • Must be a US Citizen with the ability to obtain and maintain DHS Public Trust clearance.
  • Bachelor's degree in Architecture, Science, or Engineering field with 4 years of related technical experience or equivalent education/experience.
  • Technical knowledge base and experience in standard concepts, principles, and techniques in the design and/or construction of public infrastructure.
  • Experience in engineering, architecture, cost estimating, or construction inspection and management.
  • Proficiency with Microsoft Office (Outlook, Teams, Excel, Word), Adobe Acrobat, Google Earth, and smartphone usage.
  • Valid driver's license and ability to commit to travel assignments for up to 1 year.

Nice-to-haves

  • Bachelor's degree with 5 years of experience in a related field and professional registration, or Bachelor's degree with 10 years of experience in a related field.
  • Professional Engineering (PE) license.
  • Construction-related experience in civil, structural, mechanical, electrical, or environmental engineering.
  • Prior FEMA PA and/or CRC experience, including familiarity with FEMA's PA Program and Policy Guide (PAPPG).
  • Experience using FEMA Grants Manager.
