About the position

The Field Auditor 2 position at Allegheny County Department of Human Services is designed for a dedicated individual with strong analytical skills and a background in financial auditing. The role involves reviewing records to ensure compliance with contractual agreements and evaluating the agency's record-keeping systems. The ideal candidate will possess excellent communication skills and financial expertise, contributing to the oversight of fiscal performance and contract compliance.

Responsibilities

  • Review records to determine compliance with contractual agreements.
  • Obtain evidential material from various sources to assess contract compliance.
  • Evaluate the agency's record-keeping and control systems.
  • Ensure proper planning for audits, including objectives and scheduling.
  • Conduct site visits and complete necessary tests and exit conferences.
  • Keep supervisors informed of audit status and concerns.
  • Complete audit files in a timely manner and submit for review.
  • Verify personnel rosters against payroll records for compliance.
  • Review expenditures for appropriate documentation and support.
  • Assess asset safeguarding procedures and cost allocation plans.
  • Review new provider applications and prepare internal memos.
  • Consult with the DHS Bureau of Financial Management on contract compliance matters.
  • Provide guidance to agencies on invoicing and allowable services.
  • Examine provider audit reports for completeness and accuracy.

Requirements

  • One year of experience as a Field Auditor I; or
  • Three years of progressively responsible auditing or accounting work, with a high school diploma and six credit hours in accounting; or
  • Two years of accounting or auditing experience and one and a half years of college-level work including six credit hours in accounting; or
  • One year of accounting or auditing experience and a bachelor's degree in a related field; or
  • Any equivalent combination of experience and training.
