About the position

As a Financial Management Analyst for the Department of Defense, you will play a crucial role in the budget administration process. Your responsibilities will encompass various phases of budget management, including the formulation of budgets and estimates that support the organization's plans, programs, and activities. You will be tasked with analyzing and recommending the costs and benefits of alternative financial management methods for the organization's programs and administrative operations. This position requires you to implement legal and regulatory controls over approved budgets, ensuring compliance and effective management of financial resources. Additionally, you will provide expert advice on efficient methods for the acquisition and utilization of funds, contributing to the overall financial health of the organization. In this role, you will be expected to demonstrate specialized experience in budget administration, which includes defending budget estimates before authorities, reviewing and evaluating budget requests, and controlling and reporting obligations and expenditures. Your expertise will be vital in ensuring that the financial operations align with the strategic goals of the Department of Defense. You will also be required to maintain a government credit card for travel-related purchases and may need to travel to various locations, including remote or isolated sites, using military and commercial aircraft for extended periods. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA), and you will need to achieve Financial Management Level II certification within prescribed timelines. You will also be required to obtain and maintain a security clearance prior to your entrance on duty, which is essential for handling sensitive financial information. Your role will be pivotal in supporting the Department of Defense's mission through effective financial management and oversight.

Responsibilities

  • Perform or advise on work in any of the phases or systems of budget administration such as formulation of budget and estimates to support plans, programs, and activities.
  • Analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
  • Implement legal and regulatory controls over approved budgets.
  • Provide advice on effective and efficient methods for the acquisition and use of funds.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. Must achieve this level within prescribed timelines.
  • Required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
