About the position

The Finance and Administrative Manager for the County of Bucks is responsible for overseeing a variety of administrative and financial activities within the Emergency Management Agency. This role serves as a financial liaison between Bucks County and various state and federal agencies, ensuring compliance with grant management and financial reporting requirements. The position requires strong leadership, organizational skills, and the ability to manage multiple projects effectively.

Responsibilities

  • Serve as the financial liaison for Bucks County with the State Administrative Agent (SAA) Grants Management Office.
  • Prepare quarterly PEMA Financial Reports for each active grant and submit reimbursement requests to the SAA.
  • Reconcile quarterly Purchase Order logs with appropriate budget entries.
  • Assist the Financial Agent with information regarding grant budgets, expenditures, and re-allocation requests.
  • Coordinate financial information with the financial agent and the SAA E-Grant management tool.
  • Review and approve Travel Authorizations and Reimbursement requests for accuracy.
  • Review task force invoices for accuracy and supporting documentation.
  • Track Reimbursement Requests sent to the SAA and advise the Financial Agent upon approval.
  • Assist in developing financial reports and analysis charts for the Board upon grant year closeout.
  • Prepare and maintain administrative processes for financial activities.

Requirements

  • Bachelor's degree in finance, management, planning, economics, accounting, business, public administration, or a closely related field.
  • Minimum of 5 years of project management and financial management experience.
  • Strong writing and communication skills, both orally and in writing.
  • Leadership and negotiation skills with the ability to problem-solve creatively.
  • Ability to interpret federal and state emergency management requirements and regulations.
  • Strong time management skills and ability to handle multiple tasks simultaneously.
  • Valid driver's license.

Benefits

  • Full-time position with a salary of $75,397 per year.
