About the position

The Finance and Administrative Services Manager for King County will lead the finance, accounting, and payroll teams within the Road Services Division. This senior-level role involves overseeing budgeting, financial planning, accounting, internal controls, and financial reporting for both operating and capital programs. The manager will collaborate closely with division leadership to address financial challenges and implement innovative solutions, while also ensuring adherence to equity and social justice principles in financial processes.

Responsibilities

  • Supervise, mentor, and lead a team of professional staff.
  • Manage the financial planning, tracking, budgeting, accounting, and reporting functions for the division's operating and capital funds.
  • Serve as the financial subject matter expert and act as a key financial advisor to the division.
  • Develop and implement the division's financial policies and procedures.
  • Manage relationships and coordinate with partner agencies on financial matters, revenue transfers, and internal service rates.
  • Oversee the development and implementation of long-range financial plans, including identifying and projecting potential future revenue sources.
  • Analyze resource levels and the impact on the division's current and future operations.
  • Present budget and financial information to a variety of audiences, including division management and staff, executive and legislative staff, auditors, and external groups.
  • Collaborate with staff on the development of the division's business plan including performance indicators and outcome measures.
  • Support the advancement of the County's Equity and Social Justice Strategic Plan, ensuring that the principles of the ESJ plan are reflected in all aspects of the division's financial processes and decisions.
  • Incorporate equity, race, and social justice principles into analysis to advance outcomes for historically and systemically marginalized communities.
  • Participate in the implementation of emerging technology and tools to manage Road's programs including business intelligence and capital program management tools.
  • Oversee division audit management including response and implementation of internal controls.
  • Review pending state and federal legislation for financial impacts to the division and County.

Requirements

  • Bachelor's degree in Finance, Accounting, Business, Business Administration, Public Administration or related degree.
  • More than five years of increasingly progressive public sector budget and financial management experience, including the development/oversight of complex budget and financial plans.
  • Advanced knowledge of generally accepted financial, accounting, budgeting, procurement, contracting, auditing and internal control principles and techniques, and reporting systems.
  • Outstanding presentation and written communication skills.
  • Experience distilling complex budget and finance concepts into a form that is easily understood by non-financial audiences.
  • Experience in managing/supervising/developing diverse and professional work groups.
  • Demonstrated analytical, problem solving, decision-making, and strategic planning skills.
  • Skill in preparing, reviewing, and interpreting financial and policy reports.
  • Exceptional analytical skills and attention to detail.
  • Substantial experience in public sector operating and capital budget development, administration, and finance.

Nice-to-haves

  • Master of Public Administration (MPA) or Master of Business Administration (MBA).
  • Advanced knowledge of King County budget and financial processes.
  • Experience with Hyperion budgeting modules, Oracle Enterprise Business Systems (EBS), and PeopleSoft HCM payroll and personnel management systems.
