About the position

The Finance & Budget Assistant position is located within the Trust Funds Management Section (TFMS) of the Finance Division (FD) in the Office of Programme Planning, Finance and Budget (OPPFB), under the Department of Management Strategy, Policy and Compliance (DMSPC). This role is crucial for the financial management of voluntary contributions and the effective utilization of these funds, which support extra-budgetary entities globally. The Trust Funds Management Section is tasked with preparing various financial reports, including IPSAS financial statements, certified financial statements for donors, and managerial reports related to trust funds and programme support funds. Additionally, the section is responsible for monitoring over 140 trust funds, analyzing accounts, and providing support for inter-agency processes, including UNDP Service Clearing Accounts (SCA) and funding to Implementing Partners (IPs). The Finance & Budget Assistant will also contribute to the production support for the SAP system related to the Grants Management Module and assist in establishing financial policies and training content as requested by the Controllers Office. In this role, the Finance & Budget Assistant will assist in the preparation of supporting documents for budget proposals, extract information from computerized databases, and conduct preliminary analyses of financial data. The assistant will also support the Finance/Budget Officers in developing resource requirements for budget submissions, consolidating data for budget reviews, and preparing budget performance reports. Responsibilities include verifying and preparing payments, recording and reconciling accounting transactions, and assisting with data collection and analysis for reporting purposes. The position requires a commitment to professionalism, teamwork, and effective planning and organizing to achieve organizational goals.

Responsibilities

  • Assists in the preparation of supporting documents for budget proposals.
  • Supports Finance/Budget Officers in extracting information and generating expenditure reports.
  • Assists in the development of resource requirements for budget submissions.
  • Researches and compiles data required for budget reviews.
  • Consolidates data for budget performance submissions and reviews.
  • Prepares pre-encumbrances and obligations in SAP and reviews them for accuracy.
  • Monitors the status of voluntary contributions and generates expenditure reports.
  • Assists in the issuance of allocations/allotments and related staffing table authorizations.
  • Verifies accuracy of input data and ensures consistency in allocations.
  • Reviews draft reports for accuracy and compliance with prescribed formats.
  • Verifies and prepares payments to third parties and commercial entities.
  • Records and reconciles complex accounting transactions.
  • Examines and records financial transactions for various UN offices.
  • Reconciles complex bank accounts in various currencies.
  • Drafts and prepares memoranda and responds to queries from staff and third parties.
  • Assists with data collection and analysis for reporting and decision-making.
  • Maintains and updates files and provides administrative support as needed.

Requirements

  • High school diploma or equivalent is required.
  • A minimum of five years of progressively responsible professional experience in accounting, finance, or related area is required.
  • Experience with finance and budget modules of ERP systems such as SAP or Oracle is required.
  • Experience using Microsoft Excel and advanced functions is required.
  • One year or more of experience in data analytics or related areas is desirable.
  • Experience in processing, monitoring, and reconciling accounts receivables and payables is desirable.

Nice-to-haves

  • Knowledge of another official United Nations language is an advantage.
