About the position

The Finance/Budget Analyst for the Health Foundation at the University of North Carolina at Chapel Hill plays a crucial role in overseeing and supporting fiscal activities related to the Health Foundation, trust departmental funds, and state and overhead funds. This position requires a candidate with exceptional problem-solving abilities, analytical thinking, and decision-making skills, as well as strong customer service and communication capabilities. The Finance/Budget Analyst will work closely with the Director of the Center and the Assistant Director of Finance Administration to strategically manage the Med Foundation and trust funds. Responsibilities include monthly financial reporting, overseeing account reconciliations, and preparing and submitting fund transfers. The successful candidate will be expected to independently solve complex problems and make informed decisions while weighing costs, benefits, and risks associated with various budget and program issues. This role also involves following up on the implementation of new solutions or processes to ensure their effectiveness. A thorough understanding of North Carolina's budget and administrative structures, as well as federal and state laws and regulations, is essential. Additionally, the Finance/Budget Analyst will be responsible for supervising up to five accounting positions, fostering a collaborative environment, and building support for negotiated solutions when necessary.

Responsibilities

  • Provide leadership and oversight of fiscal activities for the Health Foundation, trust departmental funds, and state and overhead funds.
  • Manage Med Foundation and trust funds, including monthly financial reporting and account reconciliations.
  • Prepare and submit fund transfers as required.
  • Solve complex budget and program issues independently and make informed decisions.
  • Analyze risks and weigh costs and benefits of various solutions.
  • Follow up on the implementation of new processes to ensure continued success.
  • Supervise up to 5 accounting positions and provide guidance and support.

Requirements

  • Mid- to late-career with a Master's degree and 2-4 years of experience; or a Bachelor's degree with 3-5 years of experience.
  • Excellent communication and interpersonal abilities.
  • Proven analytical and reasoning abilities, with experience in evaluating complex requirements and regulations.
  • Strong Excel model building skills and ability to analyze large data sets.
  • Directly related experience with computerized financial reporting and analysis systems.

Nice-to-haves

  • Experience in supervising and leading a team.
  • Experience at an NCI-designated Cancer Center.
  • Knowledge of state accounting practices, rules, and regulations related to all fund sources.
  • MBA or CPA preferred.
  • Proficient in modeling budgets and projects and working with large data sets.
