About the position

The Finance Budget Analyst (FBA) position at the California Department of Finance focuses on analyzing and recommending solutions related to budgetary and fiscal affairs. The role involves developing the annual Governor's Budget, conducting policy analysis, and providing guidance to state agencies on financial procedures. This position is integral to the Revenue and Taxation Unit, contributing to the state's public policy and fiscal management.

Responsibilities

  • Developing the annual Governor's Budget, including analyzing departmental budget requests and testifying during legislative hearings.
  • Developing written analyses of the fiscal and programmatic impacts of proposed legislation.
  • Analyzing unmet public needs and developing alternatives and recommendations for meeting those needs.
  • Providing information and instruction to other state agencies concerning budget and financial procedures.
  • Developing, maintaining, and operating forecasting models and leading legislation and policy analyses for assigned General Fund and Special Fund revenue forecasts.
  • Researching and performing policy analysis to respond to various routine and complex inquiries relating to the Revenue and Taxation Unit's function as a lead within the Administration on tax policy.

Requirements

  • Knowledge of California's legislative process, tax system, and state tax administration.
  • Knowledge of forecasting concepts and techniques.
  • Excellent analytical, writing, and problem-solving skills.
  • Understanding of basic statistical concepts and good working math skills.
  • Experience in making oral presentations and using Excel.
  • Bachelor's Degree or Master's Degree in a relevant field highly preferred.
