About the position

The Finance Budget Analyst (FBA) plays a crucial role in the Department of Finance, serving as the Governor's chief fiscal policy advisor. This position involves performing analytical and consultative duties essential for budget development and management, including the creation of the annual Governor's Budget, legislative analysis, and providing guidance to state agencies on budgetary procedures. The FBA is responsible for developing forecasting models and conducting research to address public needs and tax policy inquiries.

Responsibilities

• Develop the annual Governor's Budget by analyzing departmental budget requests and testifying during legislative hearings.
• Create written analyses of the fiscal and programmatic impacts of proposed legislation.
• Analyze unmet public needs and develop alternatives and recommendations for addressing those needs.
• Provide information and instruction to other state agencies regarding budget and financial procedures.
• Develop, maintain, and operate forecasting models for General Fund and Special Fund revenue forecasts.
• Conduct research and policy analysis to respond to inquiries related to the Revenue and Taxation Unit's functions.

Requirements

• Proficiency in Microsoft Excel.
• Strong writing skills.
• Knowledge of legislation and forecasting techniques.
• Experience at a senior level in budget analysis.
