About the position

The Finance & Budget Operations Manager for the Department of Economic Security in Arizona is responsible for providing financial expertise and oversight for the Division of Benefits and Medical Eligibility. This role involves managing financial operations, supporting budget requests, and ensuring compliance with federal regulations. The position requires a strategic thinker who can lead teams, analyze complex financial data, and interact with various stakeholders to enhance the financial operations of the department.

Responsibilities

  • Manage the work of the Financial and Business Operations staff.
  • Provide financial expertise across all areas including department management and programmatic management.
  • Coordinate the annual state and federal budget request process for the Division.
  • Prepare management reports and lead meetings between staff and management.
  • Perform strategic analysis across the Division and counsel subordinate staff.
  • Complete complex assignments in a timely manner with quality work.
  • Set workflow priorities to ensure task completion and act for colleagues in their absence.
  • Recommend and implement Business Operations procedural standards and guidelines.
  • Monitor state legislative activities and analyze programmatic and financial impacts.

Requirements

  • Master's degree in Business or Public Administration or a Bachelor's degree in Accounting, Finance, Economics, or Business Administration.
  • Four years of experience managing complex issues in budget preparation, analysis, and control.
  • Knowledge of fiscal management and budgetary control, governmental accounting, and fiscal principles.
  • Skills in oral and written communication of complex concepts and development of work plans.
  • Ability to facilitate and lead meetings with executive level positions.
