About the position

The Contracts Coordinator position at Oregon Cascades West Council of Governments is responsible for managing agency-wide contracts and grants. This role involves assisting project directors and managers in the preparation, monitoring, and evaluation of contracts, ensuring compliance with funding requirements, and maintaining contract management processes. The position emphasizes customer service, teamwork, and effective communication while handling confidential information and contributing to a positive work environment.

Responsibilities

  • Assist in monitoring contracts and preparing grant and contract quarterly and semi-annual reports.
  • Track match requirements for contracts and grants.
  • Monitor and review contracts with outside agencies for compliance with funding source requirements.
  • Monitor project expenditures and budget reports related to contracts and grants.
  • Complete all monthly, quarterly, semi-annual, and annual billing invoices for agency contracts and grants.
  • Code, review, and track contract and grant expenses according to GAAP and agency policies.
  • Review and verify service contract payments with project managers and program staff.
  • Assist in contract close-out and maintain in-kind volunteer data for reports.
  • Review and update templates and procedures for contracts, budgets, and reports.
  • Ensure appropriate levels of insurance for contracts are maintained and up-to-date.
  • Assist program staff in developing grant applications and contracts.
  • Assist in developing departmental work plans and budget documents related to contracts and grants.
  • Assist staff and grantees in complying with applicable statutes and regulations.
  • Record cash receipts for non-EFT payments and accounts receivable transactions.
  • Create and post correcting journal entries for accurate billing and contract tracking.

Requirements

  • Bachelor's degree in public administration, public policy, or business administration.
  • Two years of experience in the preparation, administration, and monitoring of contracts and grants.
  • Considerable knowledge of laws, regulations, and standards applicable to grants and contracts.
  • Ability to interpret business English, spelling, grammar, punctuation, and mathematics.
  • Knowledge of governmental contracts administration and administrative procedures.
  • Knowledge of financial record keeping and reporting.
  • Ability to operate a personal computer and advanced knowledge of word processing, spreadsheet, and database software.
  • Ability to work independently and handle multiple projects.

Nice-to-haves

  • Bilingual in English and Spanish is encouraged.
  • Experience in public accounting.
