About the position

The Director of Finance and Analysis - Government Programs plays a crucial role in supporting the budgeting and forecasting processes across various business areas within the organization. This position serves as a vital link between senior leadership and the Finance department, acting as a key financial advisor to senior leaders. The Director is responsible for ensuring that the Financial Planning & Analysis team delivers relevant and insightful financial analysis to business leaders, enabling them to make informed decisions that align with the company's goals and objectives. In this role, the Director will support annual CMS regulator filings, including DIR, Plan to Plan, Coverage Gap, and other required filings. They will evaluate, model, and present financial KPIs for new and emerging Government program projects related to Medicare, Medicaid, and Medicare Part D. As the finance lead for key government program initiatives, the Director will oversee premium billing and ensure compliance with Medicare Part D reporting requirements. The Director will also recommend operational improvements by investigating and analyzing data from both financial and functional perspectives. They will consult with Prime management to address key business issues and provide comprehensive financial analysis. Additionally, the Director will conduct performance reviews, quarterly check-ins, and staff one-on-ones to guide performance management and employee development efforts, ensuring alignment with departmental goals, including quality and process improvement initiatives. Furthermore, the Director will lead development and support efforts related to Hyperion or PCM, managing an external support vendor as needed. They will assist in preparing materials for Executive investment review meetings and other executive-level presentations, while also taking on other duties as assigned.

Responsibilities

  • Support annual CMS regulator filings including DIR, Plan to Plan, Coverage Gap and other required filings.
  • Evaluation, modeling, and presentation of financial KPIs for new and emerging Government program projects related to Medicare, Medicaid, and Medicare Part D.
  • Finance lead for key government program initiatives including premium billing and Medicare Part D reporting and compliance.
  • Recommend operational improvements after investigating, and analyzing data from a financial and functional views.
  • Consult with Prime management to investigate and analyze key business issues; provide comprehensive and relevant financial analysis.
  • Conduct performance reviews, quarterly check-ins and staff 1:1s to guide performance management and employee development efforts and manage toward departmental goals, including quality and process improvement efforts.
  • Lead development and support efforts related to Hyperion or PCM, which includes managing an external support vendor.
  • Assist in the preparation of Executive investment review meeting materials and other executive level presentations.
  • Other duties as assigned.

Requirements

  • Bachelor's degree in Finance, Accounting or related area of study, or equivalent combination of education and/or relevant work experience; HS diploma or GED is required.
  • 8 years of combined financial analysis and/or accounting experience.
  • 5 years of leadership/management experience.
  • 5 years of financial analysis experience related to Medicare or Medicaid programs.
  • Must be eligible to work in the United States without need for work visa or residency sponsorship.
  • Advanced level knowledge of Excel, Word, and PowerPoint; experience creating formulas and macros.
  • Experience with Hyperion and Essbase.
  • Advanced Knowledge of database tools, general ledger, fixed asset and accounting software.
  • Excellent communication skills with experience presenting detailed financial information to senior leaders.
  • Ability to adapt to a dynamic, growing and evolving environment.
