About the position

The Finance Director for the Township of Scio is a pivotal role responsible for overseeing the financial and budgetary activities of the Township government. This position involves planning, evaluating, and directing departmental policies and programs related to finance, including accounts payable, payroll, and financial reporting. The Finance Director will work closely with the Supervisor, Clerk, and Treasurer to provide financial advice and support, ensuring that the Township's financial operations adhere to established governmental accounting principles. In this role, the Finance Director will prepare financial statements and cost reports as requested by the Township Board, direct the audit process, and supervise data processing functions to ensure timely production of necessary records and reports. The position also emphasizes process improvement, where the Finance Director will review and enhance finance-related processes, implement automation, and ensure that all agreements and leases are accurately billed and recorded. The Finance Director will support the budget process by collaborating with department heads to understand their financial needs, setting up the budget timeline, and preparing reports for the Board. Additionally, the role includes tracking capital assets, maintaining compliance with State of Michigan requirements, managing escrow accounts, and overseeing grant management processes. The Finance Director will ensure timely month-end closes and prepare reports for the Board, fostering a consumer-friendly environment within the department.

Responsibilities

  • Plans, evaluates and directs departmental policies, programs and operations related to the financial and budgetary activities of the Township government, including accounts payable, accounts payable and payroll.
  • Works closely with the Supervisor, Clerk and Treasurer to advise and support them with their finance and accounting related tasks.
  • Directs the financial operations of the Township by an established central accounting system within commonly accepted governmental accounting principles.
  • Prepares financial statements and cost reports as requested by the Board.
  • Directs the audit process.
  • Supervises the data processing functions to ensure that required programming is in place and that necessary records and reports are produced in a timely manner.
  • Serves as financial advisor to the Township Board and management.
  • Reviews and improves finance related processes including implementing automation and auto payment best practices.
  • Ensures all agreements/leases are billed and recorded (water tower leases, IT).
  • Supports the budget process by working closely with department heads throughout the year to understand their needs.
  • Works closely with the Supervisor to set up the budget timeline, gathers and organizes budget data, and prepares reports and documents for the Board.
  • Provides training to the staff and updates BS&A with approved budget numbers.
  • Provides monthly budget to actual reports to the Board.
  • Tracks capital assets for the Township, including contributed capital from developers, and develops a procedure for this.
  • Implements the Fixed Asset module in BS&A and maintains a capital improvement plan.
  • Updates the chart of accounts to comply with State of Michigan requirements.
  • Maintains debt policy and ensures escrow balances are correct and agreements are in place.
  • Prepares Financial Note Schedule with deferred outflow/inflow and post valuation contributions for GASB 68/75 OPEB.
  • Plans and manages the Single Audit process.
  • Develops and oversees processes and procedures for grants, including ARPA, MEDC, MDNR, etc.
  • Ensures that a month end close is done and that timely reports are prepared and presented to the Board.

Requirements

  • Bachelor's degree in accounting, Public Finance or a closely related field.
  • Four (4) to six (6) years of extensive, progressively responsible experience in a municipal financial administrative position in a similarly sized agency.
  • A C.P.A. designation is a plus.

Nice-to-haves

  • Experience with governmental accounting principles.
