About the position

Under the administrative direction of the City Manager, the Finance Director performs highly responsible administrative and supervisory work in the City's Finance Department. This individual serves as the City Manager's office financial policy advisor, consulting on overall fiscal administrative policy, budget preparations, debt management, and the financial implications of purchasing and risk management. The Finance Director supervises the finance office, utility billing, and the operational functions of the municipal court, ensuring that all financial operations align with the city's goals and regulations. The role requires a deep understanding of municipal finance, including accounting, financing, budgeting, treasury, purchasing, and customer services related to water, sewer, natural gas, and solid waste. The Finance Director must possess thorough knowledge of government purchasing, budgeting, risk management, and computerized financial systems. Additionally, the position demands familiarity with municipal and state laws, rules, and regulations that apply to city finances, ensuring compliance and effective financial management. The ideal candidate will have excellent written and verbal communication skills, strong problem-solving abilities, and the initiative to make sound judgments in financial decision-making. This position is critical in maintaining the financial health of the city and requires a proactive approach to managing the city's financial resources effectively.

Responsibilities

  • Serve as the City Manager's office financial policy advisor.
  • Consult on overall fiscal administrative policy, budget preparations, and debt management.
  • Supervise the finance office, utility billing, and municipal court operations.
  • Ensure compliance with municipal and state laws regarding city finances.
  • Manage accounts payable and receivable, government purchasing, and treasury functions.
  • Oversee customer services related to water, sewer, natural gas, and solid waste.
  • Implement risk management strategies and computerized financial systems.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field (an associate degree and experience may substitute).
  • Ten (10) years of public sector experience in municipal finance and/or governmental accounting.
  • Thorough knowledge of government purchasing, budgeting, risk management, and computerized financial systems.
  • Excellent written and verbal communication skills.
  • Strong problem-solving skills and initiative.
