About the position

The Finance Director is a skilled, full-time exempt position under the general supervision of the City Administrator and/or the Assistant City Administrator. This role is crucial for planning and directing the disbursement and accounting of revenues and expenditures for the City. The Finance Director will oversee the budget, purchasing, accounting, general revenue collections, and payroll operations, exercising considerable independent judgment and initiative in managing the fiscal control system. The work is performed in accordance with established Generally Accepted Accounting Principles (GAAP), municipal finance procedures, local ordinances, and state and federal statutes governing the responsibilities of local government accountants. The essential functions of the job include planning, organizing, directing, and supervising the operations of the Finance Department. This encompasses the disbursement of and accounting for municipal funds, billing and collection processes (including utilities, property tax, court, etc.), and the preparation of monthly, quarterly, and annual reports. The Finance Director is responsible for ensuring compliance with IRS and FLSA guidelines for payroll and accounts payable. Additionally, the Director will publicly present financial reports to the Board of Mayor and Aldermen (BOMA) and address questions during financial discussions at BOMA meetings and Budget and Finance Committee meetings. In collaboration with the City Administrator, the Finance Director will prepare the general operating and capital improvements budgets, reviewing departmental budget requests for accuracy and justification of resource allocation and expenditures. The role also involves assisting with long-term revenue projections and cash flow needs, establishing and administering City financial policies according to local, state, and federal law, and managing the receipt and investment of City revenues. The Finance Director will oversee financial risk management functions and assist auditors during the annual audit of City financial records, following up on findings to improve financial systems and presenting those findings to City Leadership and BOMA. The position requires maintaining a general accounting system for the City, overseeing the maintenance of financial records for each department, and performing fiscal analysis, trend analysis, revenue forecasting, debt service planning, capital budgeting, and financial reporting. The Finance Director will also provide direction, leadership, and guidance to department heads and assigned staff regarding long-term revenue projections and cash flow needs. Additional responsibilities include conducting training for department heads and finance department staff, authorizing user access to financial management and payroll systems, and performing other duties as assigned.

Responsibilities

Requirements

  • Bachelor's degree in accounting, finance, or business administration.
  • Minimum of five (5) years related experience and/or training in finance or accounting.
  • Minimum of one (1) year financial management (supervisory) experience is desired.
  • Knowledge of Tennessee law and local ordinances governing municipal financial practices and procedures.
  • Knowledge of the principles and practices of public finance administration, including municipal budgeting and accounting.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Ability to evaluate complex financial systems and formulate and implement accounting methods, procedures, forms, and records.
  • Ability to plan, organize, direct, and evaluate the work of employees in accounting and collections.

Nice-to-haves

  • Certified Public Accountant (CPA) preferred.
  • Certified Government Financial Manager (CGFM) preferred.
  • Certified Municipal Finance Officer (CMFO) designation strongly preferred, or the ability to obtain within 1 year.
