About the position

The Finance Director is responsible for directing and coordinating the overall planning, organizing, directing, and controlling of the countywide financial and accounting functions. This role includes overseeing the preparation of financial reports, managing investments, and ensuring compliance with fiscal policies and regulations. The Finance Director will also provide guidance to department heads and coordinate with external auditors, while supervising the centralized accounting and payroll services for the County Departments.

Responsibilities

  • Establishes countywide uniform policies in financial procedures, fiscal reporting, accounting methods, payroll procedures, and budget preparation with the approval of the Administration Committee.
  • Coordinates, maintains, and reviews existing and new financial and accounting systems.
  • Provides advice, counsel, and direction to department heads to ensure effective administration and implementation of approved fiscal policies, plans, and programs.
  • Develops and recommends long-range fiscal programs and financial systems; reviews and develops information systems in line with County policy and future needs.
  • Supervises the centralized accounting, payroll, and cash management services for County Departments.
  • Recommends changes in accounting methods and systems, supervises the installation, maintenance, and updates of new and existing accounting systems and procedures.
  • Responsible for county, state, and federal financial reports, budgets, financial analysis, and studies of revenues, expenditures, assets, liabilities, and equities.
  • Plans, organizes, and supervises budget preparation activities; assists Administration Committee and County Board in its review of the annual budget.
  • Conducts internal audits upon request of the Administration Committee and/or County Board of supervisors.
  • Coordinates activities of outside auditors or other financial review bodies.
  • Provides monthly financial statements to the Administration Committee, County Board, and departments detailing the County's overall financial condition.
  • Responsible for debt administration and cash management with the approval of the Administration Committee.
  • Develops data information required for bond insurance and debt reduction.
  • Advises Administration Committee and County Board as to bonding companies, banks, and investment rating services.
  • Prepares fiscal notes on resolutions presented to the County Board.
  • Performs duties of County Auditor as prescribed by Wisconsin Statute 59.72.
  • Develops investment policies with the guidance of the Administration Committee.

Requirements

  • Bachelor's degree (B.A.) from a four-year college or university; and three to five years related experience and/or training; or equivalent combination of education and experience.
  • Considerable knowledge of accounting and auditing principles and methods and their application to governmental accounting systems.
  • Considerable knowledge of the laws and regulations relating to the auditing and fiscal responsibilities of the County.
  • Ability to keep up-to-date on the financial impact of changing state and federal legislation and agency actions.
  • Ability to analyze and interpret financial and accounting data and reports.
  • Ability to determine violations and non-compliance, detect and explain significant accounting irregularities, and recommend effective corrective measures.
  • Ability to establish and maintain satisfactory working relationships with other employees and the public.
  • Ability to be resourceful in solving complex auditing problems and recommending changes in accounting procedures.
  • Ability to plan and coordinate short and long-range projects designed to improve financial and fiscal systems and procedures.
  • Considerable knowledge of the concepts and applications of data processing information systems.
