About the position

We are offering a contract to hire employment opportunity for a skilled Finance Manager in the Government industry, based in Dalworthington Gardens, Texas. This role requires a professional who is proficient in managing financial activities, establishing financial policies, overseeing funds, and ensuring compliance with legal requirements.

Responsibilities

• Oversee and manage the operations of the Finance Department, including accounting, financial reporting, budgeting, cash/debt management, purchasing, and payroll functions.
• Direct and supervise city funds, investments and bonds, and ensure secure and prudent investments.
• Implement and revise policies, procedures and controls reporting systems to manage financial aspects.
• Establish, monitor and enforce internal controls to protect city assets.
• Generate reports on the financial condition of the City.
• Ensure compliance with federal, state, and local legal requirements by researching existing and new legislation and filing financial reports.
• Oversee audit processes and coordinate with City departments accordingly.
• Establish rapport and elicit cooperation from others to effectively plan work activities and utilize maximum resources.
• Analyze financial data to make executive level decisions and identify process changes to promote efficiency.
• Communicate ideas, facts, and technical information accurately, thoroughly and in a manner easily understood by the intended audience.
• Present ideas clearly and effectively in discussions and oral presentations to the City Council and other boards.

Requirements

• Proficient in Accounting Software Systems
• Familiarity with Accounting Functions including Accounts Payable (AP)
• Experience in Auditing
• Understanding of Budget Processes
• Knowledge in Capital Management
• Expertise in Fund Accounting
• Capable of producing Financial Reporting
• Able to conduct Month End Close activities
• Proficient in Month-end Financial tasks
• Advanced skills in Microsoft Excel
