About the position

The Finance Manager, Procurement/Accounts Payable (FMP) at CIPE is a senior role responsible for overseeing procurement policies and accounts payable processes. The FMP will support non-finance staff, manage finance personnel, and ensure compliance with accounting policies while maintaining strong vendor relationships. This position plays a crucial role in streamlining workflows and enhancing the efficiency of financial operations within the organization.

Responsibilities

  • Keep procurement policies and procedures organized, accessible, and up to date.
  • Support the Controller and Assistant Controller in implementing and monitoring JAMIS Prime ERP.
  • Develop and implement process improvements and automation to streamline workflows.
  • Maintain strong vendor relationships and adhere to company policies and regulatory requirements.
  • Manage the finance staff, ensuring they have the resources, training, and support to perform effectively.
  • Support finance and non-finance staff in understanding financial software, policies, and procedures.
  • Serve as backup for direct reports during turnover or absences.
  • Ensure compliance of all transactions processed by the Washington DC-based team with accounting policies and procedures.
  • Respond to staff inquiries related to areas of oversight.
  • Support the allocation and reconciliation of payments made by credit cards.
  • Monitor financial advances and prepayments to ensure timely clearance.
  • Reconcile accounts and support reconciliations performed by direct reports.
  • Support the monthly and year-end Accounts Payable Closing process.
  • Responsible for annual vendors' 1099 filing.

Requirements

  • Bachelor's degree in accounting preferred.
  • Minimum of 7 years of relevant experience in procurement and accounts payment management.
  • Experience with international federal grant and contract procurement requirements.
  • Strong computer skills, proficiency in MS-Office, specifically Excel and Outlook.
  • JAMIS Prime accounting software experience desired.
  • Strong organizational, interpersonal, and communication skills; team orientation.
  • Detail-oriented with strong leadership skills to motivate a team.
  • Strong analytical and problem-solving skills.

Nice-to-haves

  • Experience in a non-profit or international organization.
  • Familiarity with financial software and accounting principles.
