About the position

The Finance Manager position at Tlingit Haida Regional Housing Authority is responsible for establishing financial policies, procedures, and controls to ensure legal and regulatory compliance in accounting and financial reporting. This role oversees the daily operations of general accounting, accounts payable, accounts receivable, and travel, while managing a team of finance staff and reporting directly to the Chief Financial Officer.

Responsibilities

  • Develop and implement financial policies and procedures by researching federal and state requirements.
  • Establish departmental priorities and ensure deadlines are met.
  • Manage Accounts Payable and Accounts Receivable team by hiring, establishing core responsibilities, supervising, evaluating, and mentoring for career development.
  • Manage cash flow to ensure availability for processing payments.
  • Oversee third-party software to meet month-end close deadlines and resolve integration issues for general ledger postings.
  • Monitor expenses for compliance with OMB SuperCircular 2 CFR Part 200 and THRHA policies.
  • Maintain general ledger setups for grants, projects, work orders, and expenses for accurate reporting.
  • Reconcile subsidiaries, LLCs, and other legal entities for accurate financial reporting and assist in producing financial statements.
  • Assist in audits as required.

Requirements

  • Bachelor's degree in business, finance, accounting, or a related field.
  • Ten or more years of experience in managing a finance or accounting department.
  • Proven management abilities.
  • Strong technical skills with a desire to implement positive change.
  • Demonstrated knowledge in the field of accounting.
  • Excellent verbal and written communication skills.
  • Experience preparing and delivering presentations.
  • Knowledge of Federal and State programs, particularly those related to HUD and/or Indian Tribes.
  • Ability to plan, organize, and direct staff.
  • Ability to analyze problems and implement solutions.
  • Ability to maintain positive interpersonal relationships.
  • Experience with word processing, spreadsheets, electronic mail, and electronic calendar software.

Nice-to-haves

  • Experience with financial software and systems.
  • Knowledge of grant management and reporting.

Benefits

  • Competitive salary range between $88k and $114k per year, with a position range in Alaska of $100k - $163k per year.
