About the position

The Finance Manager at Serrato Corporation plays a crucial role in providing financial and accounting support in accordance with the Department of Labor (DOL), the Program Requirements Handbook (PRH), and the company's internal policies. This position involves supervising and training accounting staff, including Accountants and Accounting Clerks, to ensure the smooth operation of the Center's finance functions. The Finance Manager is responsible for preparing budgets, furnishing requested financial information to Corporate Finance, and preparing DOL reports required by both the Regional and National Offices. Additionally, the role includes administering the small business and minority subcontracting plan, coordinating corporate and federal audits, and preparing various accounting analyses as required by the Center Director. The Finance Manager maintains direct contact with all Center Managers, the Center Director, Corporate Finance, and Auditors to monitor assigned areas and ensure high-quality, timely services. This includes preparing data for financial statements and management information reports, ensuring the integrity of accounting entries, ledger account entries, bank reconciliations, and profit and loss statements. The position also involves overseeing staff payroll, accounts payable, interest fund, and petty cash processes, as well as reconciling accounts and balancing books. The Finance Manager is expected to maintain accurate databases, records, ledgers, logs, and journals while adhering to required property control policies and procedures. In addition to these responsibilities, the Finance Manager works towards meeting performance management goals, evaluates personnel under their management, and makes recommendations regarding disciplinary actions, promotions, and merit increases. Compliance with all DOL guidelines, OFCCP regulations, the Quality Assurance Plan (QAP), and Serrato Corporation's policies and procedures is essential. The Finance Manager also models and mentors appropriate Career Success Standards, helping students become more employable through continuous reinforcement. Participation in PRH mandated staff training is mandatory, and failure to participate may result in disciplinary action, including termination. Other duties may be assigned as necessary.

Responsibilities

  • Supervises Center finance functions.
  • Prepares Center budgets and furnishes requested financial information to Corporate Finance.
  • Prepares DOL Reports required by Regional and National Office.
  • Administers small business and minority subcontracting plan.
  • Coordinates corporate and federal audits.
  • Prepares other accounting analysis and other duties as required by the Center Director.
  • Maintains direct contact with all Center Managers, Center Director, Corporate Finance and Auditors.

  • Adheres to required property control policies and procedures.
  • Works towards meeting performance management goals.
  • Evaluates personnel under his/her management and makes recommendations regarding disciplinary actions, promotions, and/or merit increases.
  • Follows CDSS plan and Code of Conduct system daily.
  • Maintains good housekeeping in all areas and complies with safety practices.
  • Complies with all DOL guidelines, OFCCP regulation, Quality Assurance Plan (QAP), Serrato policies and procedures, Job Corps notices and bulletins, and Center policies and procedures.

Requirements

  • Proficiency with Microsoft Office applications including Word, Power Point, Outlook, and Excel.
  • Computer literacy with basic computer functions, email, internet, and basic programs such as Adobe Acrobat.
  • Proficiency in accounting/finance software and/or programs.
  • Ability to analyze financial data and communicate results to management.
  • Ability to work in fast paced deadline-oriented situation.
  • High level of leadership and management skills.
  • One-year accounting/finance or related experience required.
  • One-year supervisory experience preferred.
  • Associates degree in Business, Accounting, Finance, or related field required; Bachelor's degree preferred.
  • Valid State Driver's License.
