About the position

The Department of Housing Services/Housing Authority of Washington County is seeking a Financial Analysis and Budget Manager to join our dynamic team. This position is integral to the Finance, Budget, and Accounting Division and reports directly to the Assistant Director of Finance. The Financial Analysis and Budget Manager will provide technical guidance and supervision to a team of professional finance and accounting staff. This role is responsible for coordinating the Department's and Housing Authority's budget operations, treasury operations, financial analysis, and reporting. Additionally, the manager will oversee the day-to-day accounting operations of the Department's Supportive Housing Services. As part of an innovative organization dedicated to rent assistance, affordable housing development, and homeless services programming, the Financial Analysis and Budget Manager will play a crucial role in ensuring effective financial management and reporting. The ideal candidate will be a team leader capable of inspiring staff to achieve housing goals at local, state, and federal levels. They will foster a collaborative environment that respects diverse perspectives and experiences, while also being confident in handling a wide range of public sector financial responsibilities, including budgeting, financial analysis, treasury management, accounting, grants management, and procurement. The successful candidate will be a change agent, developing and implementing financial policies and procedures at the department level, and will be responsible for training staff in proper financial protocols. Familiarity with Oregon Local Budget Law is essential for accurately preparing and administering budgets. The Financial Analysis and Budget Manager will also be expected to translate complex financial information into clear reports for various audiences, ensuring transparency and understanding across the organization. Preference will be given to candidates with governmental and/or public housing experience, although it is not a requirement for application.

Responsibilities

  • Supervising the Financial Analysis and Budget Team, including a Financial Analyst and a Senior Accounting Assistant.
  • Managing the Department's Supportive Housing Services accounting operations.
  • Overseeing the Department's and Housing Authority's treasury operations.
  • Coordinating the Department's and Housing Authority's budget operations.
  • Coordinating the Department's and Housing Authority's financial analysis and reporting.
  • Managing the Department's and Housing Authority's cost allocation plan.
  • Assisting with fiscal year-end financial reporting and audits.
  • Establishing policies and procedures to ensure effective internal controls.
  • Collaborating closely with Washington County Finance, specifically budget and treasury functions.
  • Participating in the implementation of the County's new enterprise resource planning system and the Housing Authority's new financial system.

Requirements

  • A Master's Degree in finance, accounting, economics, statistics, or a related field; AND two (2) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience.
  • A Bachelor's Degree in finance, accounting, economics, statistics, or a related field; AND four (4) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience.
  • An Associate's Degree in finance, accounting, economics, statistics, or a related field; AND six (6) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience.
  • Eight (8) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, of which at least four (4) years must be in the public sector and includes at least one (1) year of supervisory or lead worker experience.
