The Financial Analyst (7709U) position at the University of California, Berkeley, is a full-time role within the Research Immediate Office, specifically under the Office of the Vice Chancellor for Research. This office is responsible for overseeing Berkeley's extensive research enterprise, which includes managing over 50 research units, six museums, and seven field stations. The Financial Analyst will play a crucial role in maintaining a research environment that fosters creativity and collaboration while ensuring compliance with financial regulations and policies. As a Financial Analyst, the incumbent will oversee the financial activities of a designated portfolio of Organized Research Units (ORUs), Museums, Field Stations, or Research Support Offices. Reporting directly to the VCRO ORU Finance Director, the analyst will be responsible for budgeting, financial reporting, and planning analysis. This role involves performing complex financial research, generating and modifying financial reports, analyzing budgets, and making recommendations to maximize financial outcomes. The analyst will also coordinate unit budget allocations, analyze restricted gift and endowment funds, and ensure compliance with fiscal close procedures and deadlines. The position emphasizes professional development, with the expectation that the analyst will establish and achieve annual learning objectives. This may include self-directed activities or programs assigned by the supervisor. The Financial Analyst will also be expected to share key lessons learned with colleagues to enhance team performance and contribute to the overall success of the research office.

Responsibilities

  • Oversee the financial activity of a portfolio of Organized Research Units (ORUs), Museums, Field Stations, or Research Support Offices.
  • Perform complex financial or resource research and studies for internal and external constituents.
  • Generate, modify, and conceive new financial reports, analyze and forecast budgets, gifts, endowments, or user fees, and make recommendations for maximizing financial outcomes.
  • Distribute monthly projections and reports to unit directors/managers and cultivate customer satisfaction.
  • Perform monthly/quarterly key controls review and budget forecasting that complies with division and campus systems.
  • Process financial transactions that comply with campus, university, and external policies and procedures.
  • Assist units with information for annual reviews and coordinate unit budget allocations.
  • Analyze and forecast budgets and the use of restricted gift and endowment funds.
  • Communicate and coordinate financial reviews with department directors, managers, and staff.
  • Plan, formulate, and justify recharge rates and policies for financial viability of recharge units.
  • Coordinate recharge billing for all recharge services, including invoicing external customers and following up for payment.
  • Develop innovative resolutions to complex recharge and self-supporting operations and develop policy recommendations.
  • Establish and achieve annual learning objectives for skill-building and professional development.

Requirements

  • Thorough knowledge of finance policies, practices, and systems.
  • Ability to independently gather required information to organize and perform financial analysis assignments.
  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.
  • Advanced proficiency in using business software programs and systems for complex financial analysis, fiscal management, and financial reports.
  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail.
  • Proven ability using organizational skills to multi-task in a high-volume environment.
  • Ability to adapt to changing priorities and function as a member of a team.
  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Bachelor's degree in accounting, business, economics or related field and/or equivalent experience/training.
