About the position

The Johns Hopkins University Applied Physics Laboratory (APL) is seeking a motivated and detail-oriented Financial Analyst/Business Analyst to join our Financial and Business Services Group (AB2). This position is integral to our mission of delivering quality results to our sponsors and making significant contributions to national defense. As a member of a collaborative team, you will be responsible for developing and implementing advanced financial reporting solutions that align with the objectives of our organization. You will work closely with various stakeholders, including Senior Executive leadership, Program Management, and Project Managers, to ensure effective financial management and operational efficiency. In this role, you will manage and analyze program funding, task planning, and financial reporting requirements. You will prepare responses for proposals related to IDIQ contracts, grants, and industry solicitations, providing leadership and support to the Programs Financial Services Section. Your responsibilities will also include participating in lab-wide committees, engaging in team meetings, and maintaining effective communication across various levels of the organization. You will collaborate with Sector, Mission, Program Area, and Project Managers to identify potential financial risks while managing the financial and business objectives of the organization. Your duties will encompass program financial management, where you will perform finance-related tasks in support of Air & Missile Defense Sector Program and Project Managers. This includes managing programs' Estimate to Complete (ETC) to ensure contract compliance, preparing routine financial analyses, and proactively utilizing business applications to analyze program plans against actuals. You will also prepare financial reports to support contract requirements and work closely with program teams and Government sponsors to facilitate planning and execution of sponsor reviews and milestone meetings. Additionally, you will engage in quality assurance and business-related functions, performing peer reviews on financial documents and actively engaging with stakeholders to keep them informed of potential concerns and risks. You will seek innovations to enhance quality and customer service while developing business support requirements for proposals and cost estimates. This role requires a strong analytical mindset, excellent communication skills, and the ability to work independently in a dynamic environment.

Responsibilities

  • Manage and analyze program funding, task planning, and financial reporting requirements.
  • Prepare responses for proposals pertaining to IDIQ contracts, grants, and work for industry solicitations.
  • Provide leadership and support to the Programs Financial Services Section of the AB2 Group.
  • Participate on lab-wide committees and engage in team meetings.
  • Collaborate with Sector, Mission, Program Area, Program, and Project Managers to identify potential financial risks.
  • Perform finance-related tasking in support of Air & Missile Defense Sector Program and Project Managers.
  • Prepare routine financial analysis to forecast and identify potential funding and period of performance risks.
  • Utilize business applications to analyze program plans vs. actuals to ensure data alignment with funding projections.
  • Prepare financial reports in support of contract requirements, sponsors, and Program Managers.
  • Support planning and execution of sponsor reviews and milestone meetings.
  • Develop and manage resource and procurement planning activities.
  • Perform quality/peer reviews on financial and program-related documents.
  • Engage with stakeholders to keep them informed of potential concerns and risks.
  • Develop business support requirements, including proposals and cost impact statements.
  • Prepare cost estimates and work with the procurement team to determine costs.
  • Respond to Request for Proposals (RFPs) and assist Program Managers with solicitation requirements.

Requirements

  • Bachelor's degree in Business Administration, Finance, or a related field.
  • 5+ years of relevant experience in financial cost analysis and proposal preparation, preferably in a DoD contracting environment.
  • Advanced user of Microsoft Office Suite applications.
  • Strong interpersonal, problem-resolution, and analytical skills.
  • Fluency with various financial reporting software applications.
  • Ability to prioritize/manage multiple assignments in a dynamic environment.
  • Strong written/oral communication skills to interact effectively with staff and management.
  • Ability to obtain an Interim Secret security clearance prior to starting.

Nice-to-haves

  • Working knowledge of Federal Acquisition Regulation, Cost Accounting Standards, and federal government pricing activities.
  • Proficiency with data analytic and visualization tools (Power BI, Denodo, SQL) and APL business systems (ADDIT, Oracle EPM).
