About the position

The Financial Analyst I position at the Department of State Health Services (DSHS) involves performing complex financial monitoring of various entities contracted to administer programs. The role focuses on ensuring compliance with federal and state laws, DSHS policies, and contract provisions through the examination of financial records and statements. The analyst will prepare reports with findings and recommendations, provide technical assistance to contractors, and may lead a monitoring team, all while working under limited supervision.

Responsibilities

  • Conduct financial monitoring reviews of government, educational, non-profit, and for-profit entities contracted with DSHS.
  • Identify financial non-compliance issues through research, interviews, and analysis of documentation.
  • Exercise initiative and independent judgment in determining transactions to examine based on various inputs.
  • Identify areas of non-compliance and recommend changes in policies or procedures as needed.
  • Develop financial summaries and schedules to determine compliance with laws and regulations.
  • Prepare comprehensive formal financial monitoring reports detailing conclusions and recommendations.
  • Follow up on reviews by preparing formal correspondence and requesting additional documentation from contractors.
  • Provide technical assistance to contractors and DSHS program personnel regarding financial compliance.
  • Mentor and assist in training recently hired financial monitors.
  • Participate in the research and interpretation of relevant laws and regulations.

Requirements

  • Graduate or advanced undergraduate student, or recent college graduate.
  • Knowledge of accounting methods and systems, business practices, and financial monitoring procedures.
  • Understanding of Generally Accepted Accounting Principles (GAAP).
  • Proficiency in manual and computerized accounting systems.
  • Skill in writing and editing formal reports and correspondence.
  • Ability to perform numerical analysis and interpret federal/state statutes and regulations.
  • Effective communication skills with staff and agency management.
  • Ability to establish and maintain effective provider relationships.
