About the position

The Financial Analyst - Level 1 position involves supporting the Department of Defense (DoD) financial systems and processes, particularly within the Planning, Programming, Budgeting, and Execution (PPBE) framework. The role requires thorough knowledge of DoD financial procedures and the ability to assist in various phases of the PPBE process, ensuring compliance with mandated timelines and effective budget management.

Responsibilities

  • Assist R&E in developing the Program Objectives Memorandum and Budget Estimate Submission.
  • Manage internal R&E budget reviews and change/budget proposals.
  • Review budget submission entries in Excel and applicable databases.
  • Develop and review detailed budget justification materials (R-Forms, P-Forms, etc.).
  • Prepare analysis and evaluation of program effectiveness and financial trends.
  • Prepare documents and briefings for DoD senior leadership.
  • Review statement of work and funding documentation for approved R&E projects.
  • Monitor and support DoD program execution, including funding release documentation.
  • Follow up on funding distribution and monitor obligation and disbursement rates.
  • Assist in preparing documentation for the DoD PPBE process, including R1-R4 summaries and Program Decision Memorandum support.
  • Prepare and participate in Mid-Year reviews and other PPBE meetings.
  • Identify baseline financial processes and design target financial processes for improvements.
  • Process financial actions in the Defense Agencies Initiative (DAI) system.
  • Assist in preparing audit readiness documentation.
  • Execute and follow-up on all budgetary data calls.

Requirements

  • Minimum of 4 years of experience in financial analysis or related field.
  • Highly preferred experience in DoD acquisition and PPBE process at the DoD or Service component Headquarters level.
  • Knowledge of funding execution processes and DoD organization, particularly R&D structure of OSD, Services, and Combatant Commands.
  • Proficient in Microsoft Office, including PowerPoint, Word, Access, and Excel.
  • Strong written and oral communication skills.

  • Experience with military budget processes.
  • Familiarity with DoD financial systems and infrastructure.
