About the position

The City of Urbana is seeking applications for the position of Financial Analyst or Senior Financial Analyst/Budget Coordinator within the Human Resources & Finance Department. This role is pivotal in developing and coordinating the City's budget processes while providing analytical services to executive management. The successful candidate will enhance communication and coordination across various functional areas, performing professional-level budget preparation, analysis, coordination, and administrative work. This includes conducting fiscal analysis and research to support the preparation and administration of both capital and operating budgets. Under the supervision of the Human Resources and Finance Director, the incumbent will tackle a variety of complex financial issues, including policy development, budget development, program evaluation, and the maintenance of the City's financial management system. The role requires the ability to exercise independent judgment in applying sound financial principles. The ideal candidate will demonstrate initiative, independence, and creativity while exercising sound professional judgment and strong communication skills. The Financial Analyst position is considered entry-level within the Financial Analyst series, where incumbents perform a wide range of complex and specialized functions that necessitate a thorough understanding of finance and business information systems. This role demands a significant degree of independence and accountability for results, with expectations to provide technical and professional administrative support across various areas. For the Senior Financial Analyst/Budget Coordinator role, which is an advanced level within the Financial Analyst series, candidates must possess excellent project management skills. This position is distinguished by its responsibility for managing complex, long-term processes related to budget development, capital planning, and other financial efforts. Both roles require a bachelor's degree in Finance, Accounting, Economics, Business, or a related field, with a master's degree preferred, along with relevant experience in government finance or administration.

Responsibilities

  • Develop and coordinate the City's budget processes.
  • Provide analysis services for executive management.

  • Conduct professional fiscal analysis and research duties in support of capital and operating budgets.

Requirements

  • Bachelor's degree in Finance, Accounting, Economics, Business, or a related field; Master's degree preferred.
  • Minimum of one year of experience in systems implementation and conversion, preferably within a public agency.
  • Two or more years of experience in government finance or administration, including budget development and complex financial systems, strongly preferred.
  • For Senior Financial Analyst: Minimum of two years of experience in systems implementation and conversion.
  • Four or more years of experience in government finance or administration, including budget development and complex financial systems, strongly preferred.

Benefits

  • Salary range for Financial Analyst: $34.88 - $45.35/hr ($72,562.43 - $94,331.16 annually)
  • Salary range for Senior Financial Analyst & Budget Coordinator: $37.33 - $49.46/hr ($77,641.80 - $102,875.39 annually)
