About the position

The Financial Analyst / Subject Matter Expert (SME) and Alternate Team Lead at Great Hill Solutions will serve as a financial specialist supporting the International Security Cooperation Program (ISCP) account managed by the Defense Security Cooperation Agency (DSCA). This role involves providing subject matter expertise in financial execution, monitoring, and reporting, while also assisting in programmatic and administrative support. The position requires collaboration with various stakeholders and the ability to operate in a fast-paced environment, ensuring compliance with established policies and regulations.

Responsibilities

  • Support the monitoring and reporting of program execution under the ISCP account managed by DSCA.
  • Provide subject matter expertise services for financial execution, monitoring, and reporting.
  • Assist in coordinating and facilitating information management and fostering interdepartmental relationships.
  • Perform research, analyze data, and produce financial execution reports for the USAI account.
  • Monitor funds transferred to Implementing Agencies and manage budgets.
  • Support the production and delivery of the USAI Daily/Weekly SCIP Report and Quarterly Monitoring Report.
  • Assist with planning, slide preparation, and execution of meetings requiring financial updates.
  • Coordinate with USAI stakeholders and organizations internal to DSCA.
  • Identify and document improvements to business processes in support of BPC program implementation.
  • Assist with monitoring compliance with established policies and regulatory guidance.
  • Review, edit, and coordinate Congressional Budget Justification and Notification documents.
  • Develop, test, and implement process improvements for the Congressional Notification process.
  • Assist with financial analysis of program execution, logistics forecasting, and training planning.
  • Maintain instructional guides and business rules for recurring tasks.
  • Prepare PowerPoint briefings, Excel spreadsheets, and Word documents; analyze FMS case data.
  • Produce various reports and assist with drafting Country Information Papers and program status reports.
  • Communicate with agency personnel and stakeholders to answer inquiries and schedule activities.

Requirements

  • Bachelor's Degree in a related field of study.
  • Active Secret Clearance.
  • A minimum of three (3) years of work experience related to financial and program management.
  • Advanced experience in security cooperation areas and programs, such as BPC programs and congressional correspondence.
  • Strong computer and analytical skills, with the ability to research and communicate effectively in writing.
  • Excellent organizational and time management skills, with proven ability to meet deadlines.
  • Proficiency with Microsoft Office Suite, especially Excel for data evaluation and analytics.
