About the position

The Financial and Business Operations Analyst (Program Analyst IV) role within the City of Detroit Treasury Department is responsible for providing financial and accounting support, strategic planning, budgeting, and analysis of program operations. This position requires a strong understanding of budgetary principles and the ability to analyze financial data to improve organizational effectiveness. The analyst will report to the City Treasurer or the Associate Deputy Director of Strategic Finance & Analytics and will engage in various tasks including financial modeling, procurement management, and legislative analysis.

Responsibilities

  • Provide financial and accounting support across Treasury operations.
  • Advise on automation benefits to improve administrative efficiency.
  • Analyze program operations effectiveness against established goals.
  • Evaluate new legislation for its impact on program management.
  • Manage annual audit information and submissions.
  • Track and manage budgets, including monthly and annual processes.
  • Coordinate with city departments and external partners.
  • Develop cost analyses and economic evaluations of programs.
  • Create and modify administrative program policies and objectives.
  • Manage FOIA requests and responses.
  • Conduct field surveys and research for budget and management studies.
  • Oversee procurement management including RFPs and vendor contracts.
  • Assist in developing proposals for federal, state, and local agencies.
  • Manage requisition processes and coordination.
  • Research new business practices for agency application.
  • Prepare and coordinate logistics for Revenue Estimation Conferences.
  • Review audit reports for necessary corrective actions.
  • Process invoices and travel expenses for the Treasurer and Deputy Executive.

Requirements

  • Bachelor's degree in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a related field.
  • At least four years of experience in project management or financial analysis.
  • Proficiency in integrated word processing and spreadsheet functions.
