About The Position

The Financial Assistance Supervisor oversees child support and financial programs aimed at promoting self-sufficiency for families and supporting the basic needs of vulnerable populations. This role includes supervising staff, ensuring compliance with state and federal regulations, managing budgets, and facilitating training and development for team members. The supervisor also acts as the Title VI Coordinator, ensuring non-discrimination in service delivery and addressing client complaints.

Requirements

  • Experience in supervising staff in a financial assistance or social services environment.
  • Knowledge of state and federal laws governing public assistance programs.
  • Strong communication and interpersonal skills for managing relationships with clients and staff.
  • Ability to develop and implement training programs for staff development.
  • Experience in budget management and financial oversight.

Responsibilities

  • Supervise Lead Eligibility Workers, Lead Child Support workers, Eligibility Workers, and Child Support workers.
  • Conduct annual performance evaluations for staff to promote professional development.
  • Conduct regularly scheduled staff meetings to address changes and coordinate operations.
  • Act as human resources coordinator for the financial assistance unit.
  • Recruit, interview, and recommend new hires for the financial assistance unit.
  • Assist staff by interpreting rules, regulations, policies, and procedures.
  • Develop annual training plans for staff and facilitate access to training.
  • Coordinate the EBT/Managed Care systems.
  • Develop employee development plans as necessary.
  • Apply disciplinary measures as needed and approve staff leave.
  • Manage internal and external relationships to achieve program goals.
  • Investigate and resolve customer complaints and represent the agency in program appeals.
  • Assist in facilitating referrals to social services and participate in management team meetings.
  • Provide management reports and informational material to the County Board.
  • Develop procedures to ensure compliance with laws and policies governing programs.
  • Promote quality customer service through personal actions and unit work.
  • Evaluate and implement program changes on behalf of DHS, MDES, and CFL departments.
  • Review and approve program expenditures to meet budget targets.
  • Coordinate services with community organizations and other agency units.
  • Administer, develop, and implement policies for public assistance programs.
  • Serve as the county security liaison for electronic systems.
  • Develop annual budgets and monitor program expenditures.
  • Oversee completion of the Local Service Unit (LSU) Plan with Mn/CEP.
  • Analyze and recommend changes to promote client satisfaction.
  • Participate in local, regional, and state meetings to address system and policy changes.
  • Prepare Wadena County Emergency Assistance Policy for submission to DHS.
  • Develop and implement procedures for investigating public assistance fraud.
  • Consult with Lead Eligibility Worker on fraud allegations before referral to law enforcement.
  • Meet with local law enforcement and financial assistance staff as necessary.
  • Coordinate Fraud Prevention Investigation activities and oversee fraud contracts.
  • Supervise the child support program and maintain knowledge of relevant laws.
  • Establish goals and objectives for the Child Support Unit and monitor its budget.
  • Carry out Child Support Officer duties for employee conflict cases and cover for staff in court as needed.
  • Respond to public inquiries and complaints regarding financial assistance programs.
  • Participate in professional associations, conferences, and trainings as needed.
