The Financial Budget Analyst plays a critical and multi-faceted role in bolstering the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE). This position is essential for ensuring the financial health and strategic alignment of a directorate/component/office's financial resources. The analyst will provide expert guidance and produce reports related to budget and financial activities for the component, supporting budget program planning and execution to ensure alignment with available resources and programmatic goals. The responsibilities include generating budget reports for customer offices, components, and National Intelligence Program (NIP) programs, which include funding and activity summary profiles. The analyst will assist in developing, reviewing, and responding to budget exercise submissions to align with organizational strategic goals. Additionally, they will aid in developing fiscal guidance and implementation schedules for each budget phase, subject to customer review and acceptance. The role also involves contributing to the development of Standard Operating Procedures (SOPs) and recommending process enhancements, as well as developing budget analysis, financial data calls, and portfolio reviews. The analyst will aid the customer in developing and evaluating fiscal program builds for both internal components and IC-wide Programs. They will draft narratives, vignettes, and input for the Congressional Budget Justification Book (CBJB) to Congress, supporting the development and production of the CBJB National Intelligence Program missions of interest, special topics, and related sections. Furthermore, the analyst will generate talking points, briefings, products, reports, and congressional directed action responses pertaining to the NIP, delivering these to large interagency forums and working groups. They will assess the IC budget across cross-functional areas and disciplines, participate in the full cycle of intelligence planning, programming, budgeting, and evaluation, and collaborate with USG and IC partners through large interagency forums and working groups. The analyst will also collect and analyze various financial reports and data calls through strategic portfolio reviews, track congressional legislation and its impacts on the NIP budget, develop standard operating procedures, deliver training to customers, and produce cost-benefit trade-offs and investment strategies for the NIP budget.
