QinetiQ US is seeking a Financial Budget Analyst to play a critical role in enhancing the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE). This position is essential for ensuring the financial health and strategic alignment of the financial resources within a directorate, component, or office. The Financial Budget Analyst will be responsible for providing expert guidance and producing comprehensive reports related to budget and financial activities. This includes supporting budget program planning and execution, ensuring that all activities align with available resources and programmatic goals. The analyst will generate detailed budget reports for customer offices, components, and National Intelligence Program (NIP) programs, which will include funding and activity summary profiles. Additionally, the role involves assisting in the development, review, and response to budget exercise submissions to ensure alignment with organizational strategic goals. The Financial Budget Analyst will also aid in developing fiscal guidance and implementation schedules for each budget phase, subject to customer review and acceptance. Moreover, the analyst will contribute to the development of Standard Operating Procedures (SOPs) and recommend process enhancements. They will also be involved in budget analysis, financial data calls, and portfolio reviews, aiding customers in developing and evaluating fiscal program builds for both internal components and IC-wide programs. The role requires drafting narratives, vignettes, and inputs for the Congressional Budget Justification Book (CBJB) to Congress, as well as supporting the development and production of the CBJB National Intelligence Program missions of interest, special topics, and related sections. The Financial Budget Analyst will generate talking points, briefings, products, reports, and congressional directed action responses pertaining to the NIP, delivering these to large interagency forums and working groups. They will assess the IC budget across cross-functional areas and disciplines, participate in the full cycle of intelligence planning, programming, budgeting, and evaluation, and collaborate with USG and IC partners through large interagency forums and working groups. The role also involves collecting and analyzing various financial reports and data calls through strategic portfolio reviews, tracking congressional legislation and its impacts on the NIP budget, and developing standard operating procedures while delivering training to customers. Finally, the analyst will develop and produce cost-benefit trade-offs and investment strategies for the NIP budget.
