About the position

The Financial/Budget Analyst position at ASRC Federal involves providing financial guidance and support to program managers and Bureau officials at the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in Washington, DC. The role focuses on the allocation, use, and control of appropriated funds, preparing budget justifications, analyzing program plans, and assisting in the planning and presentation of budget estimates. The analyst will also participate in funds control processes and conduct special studies to improve budgetary efficiency.

Responsibilities

  • Provide advice, assistance, and guidance to program managers and Bureau officials on the allocation, use, and control of appropriated funds.
  • Prepare budget justifications and funding reports.
  • Analyze program plans and justifications to determine the validity of assumptions and adequacy of dollar estimates.
  • Develop and request additional information on proposed budget levels to justify resource increases or decreases.
  • Analyze new program initiatives and recommend realistic resource and workload levels.
  • Assist program officials in developing justifications and supporting materials for budget requests.
  • Plan and develop presentation materials for budget estimates.
  • Participate in the funds control process, including planning and analysis of requirements.
  • Gather data and track progress of assigned programs, presenting alternatives and recommendations.
  • Review obligations and recommend necessary reprogramming actions to avoid legal violations.
  • Review and analyze requests for reallocation of funds and recommend appropriate actions.
  • Conduct special studies to improve the efficiency of budgetary resource allocation.
  • Make recommendations for cost savings and effective program accomplishment.
  • Interpret budgetary laws and provide guidance to Bureau offices on established authorities.
  • Analyze data from Bureau work measurement systems and report significant deviations to management.
  • Assist in preparing financial status reports and resource projections.
  • Employ customer service concepts to established policies and work priorities.
  • Provide new approaches to improving work practices and services.

Requirements

  • Minimum of 3 years of relevant work experience
  • High School diploma (or GED), prefer BS/BA in a related business field
  • Proficient in Microsoft Excel
  • Experience in cost analysis, program financial analysis, and/or general accounting reconciliation
  • Ability to communicate financial information efficiently and effectively
  • Ability to thrive in a collaborative environment while managing special projects
  • Ability to demonstrate creativity in problem-solving and strategic thinking
  • Must meet citizenship requirements and have the ability to obtain/maintain a Top Secret government clearance
  • Successfully complete a government-issued background investigation.
