About the position

The Financial Case Manager is responsible for providing comprehensive financial management services to tenants residing in Concern's NYC housing programs. This role focuses on assisting with rent collection, monitoring eligibility for benefits, and enhancing tenants' financial literacy through budgeting education and support. The position also acts as a liaison with the Social Security Administration and the Human Resources Administration, ensuring that tenants receive the financial assistance they need.

Responsibilities

  • Assess tenant need for financial income and assist in establishing and maintaining eligibility for benefits, including applications for Supplementary Security Income and Public Assistance benefits.
  • Assist with appeals and fair hearings related to tenant benefit eligibility.
  • Coordinate admission and administration of tenants enrolled in the representative payee program with the Rep payee specialist.
  • Submit paperwork to local SSA offices for Representative Payee status and notify SSA of any participant changes that would affect their benefits.
  • Complete 'Representative Payee Report' for each participant annually.
  • Coordinate receipt and recording of SSA benefit checks and related account disbursement, including rent, bill payment, and Personal Needs Allowance distribution.
  • Track rent payments and arrears documentation in NetSuite with Administrative Assistants.
  • Monitor AR balances for accuracy and delinquency and conduct follow-up phone calls for non-payment.
  • Engage tenants when arrears are not being paid off and prepare repayment agreements as necessary.
  • Assist tenants with financial assistance applications where needed, such as HRA One Shot Deals and Emergency Rental Assistance.
  • Provide rent payment support to each NYC program and assist in collecting accurate information for monthly AR reporting.
  • Work closely with the Director of NYC Operations and Chief Operating Officer on rent arrears cases that may require referral for eviction proceedings.
  • Assess supportive tenants for financial literacy and provide individual and group education around money management and budgeting skills.
  • Provide guidance and support around entitlements eligibility and reporting for supportive tenants involved in education and employment service goals.
  • Maintain documentation to the standards defined by regulators, funders, and Concern Housing policies and procedures.
  • Remain current with all Agency required compliance documents and trainings.

Requirements

  • Experience in financial management or case management.
  • Proficiency in using NetSuite for tracking and reporting.
  • Strong understanding of budgeting and financial literacy education.
  • Ability to work with government agencies, particularly the Social Security Administration and Human Resources Administration.
