About the position

The Financial Institution & Policy Analyst (FIPA) position at the Federal Reserve Bank focuses on Reserve Bank Operations and Payment Systems. This role is designed to establish a pipeline of interested candidates for future opportunities within the Division of Reserve Bank Operations and Payment Systems (RBOPS). The FIPA will engage in various responsibilities that include data analysis, examination and supervision, policy interpretation, and risk management. The position is integral to supporting the Federal Reserve's mission by analyzing data, identifying trends, and providing insights that inform policy decisions. FIPAs are expected to support the production of visual data representations, such as charts and graphs, to facilitate the analysis of both quantitative and qualitative data. They will also participate in examinations and reviews of financial institutions, helping to implement supervision and oversight policies. A significant aspect of the role involves interpreting and implementing policies and regulations, as well as drafting policy recommendations based on sound analysis and logical reasoning. In addition to policy work, FIPAs will help identify and analyze emerging risks in financial institutions and markets, applying appropriate risk management frameworks to support oversight. They will perform financial analyses to identify patterns and trends, clearly presenting their findings to stakeholders. The role requires collaboration with various entities, including staff from the Federal Reserve System and international standard-setting bodies, to address complex projects related to financial policies and operations. Candidates for this position should possess a degree in finance, accounting, business administration, public policy, economics, or a related field, along with relevant experience. The role is not eligible for full-time remote work and requires on-site presence in Washington, D.C., following a hybrid schedule.

Responsibilities

  • Support in producing charts, graphs, and other visuals to help analyze data.
  • Help identify relevant issues and trends and draw conclusions through analysis of quantitative and qualitative data.
  • Participate in and/or lead examinations and reviews of financial institutions.
  • Support and implement supervision and/or oversight policies and programs.
  • Help interpret and/or implement policy, regulation, and/or guidance.
  • Participate in drafting policy recommendations supported by logical reasoning and sound analysis.
  • Help identify and analyze emerging risks in financial institutions and markets.
  • Apply appropriate risk management frameworks and policies to support oversight of financial institutions.
  • Perform analysis of financial data and information in support of Division/Section's area of responsibility.
  • Clearly present analyses of financial/regulatory data.

Requirements

  • Bachelor's degree in finance, accounting, business administration, public policy, economics, or a related field with a minimum of 1 year of related experience, or a master's degree.
  • Ability to collect and analyze quantitative and qualitative data.
  • Ability to conduct financial analyses to identify patterns, trends, or themes in financial or operational data.
  • Ability to utilize risk management principles to evaluate and mitigate potential risks.
  • Ability to participate in or lead reviews and/or examinations of Reserve Banks or other financial institutions.
  • Knowledge of how financial markets and institutions are impacted by changes in regulations and policy.
  • Ability to interpret, apply, and recommend changes to policies specific to areas of responsibility.
  • Ability to interpret and apply law and regulations related to areas of responsibility.

Nice-to-haves

  • Prior experience in Financial Market Infrastructure or bank supervision, policy or analysis.
  • Experience in capital markets or trading.
  • Knowledge of financial risk management including stress testing, value-at-risk modeling, derivative pricing, counterparty credit risk management, or operational risk management.
