About the position

The Financial Management Analyst - DTS Accounting Operations role is responsible for providing technical advice and assistance to the Defense Health Agency Financial Operations Division. This position involves extensive use of the General Fund Enterprise Business System (GFEBS) to analyze financial data, process transactions, and ensure compliance with financial regulations and procedures. The analyst will also support year-end accounting closeout procedures and assist with various financial management tasks.

Responsibilities

  • Provide functional technical advice and assistance to financial and budget analysts.
  • Analyze and process MIPRs, PRs, and POs using GFEBS.
  • Create, maintain, and update WBS elements in GFEBS.
  • Generate and review IDOC error reports and remediate errors.
  • Extract, analyze, and distribute status of funds reports and open obligations reports.
  • Perform year-end accounting closeout procedures.
  • Research and reconcile commitments to obligations and disbursements.
  • Extract UMT and ULO reports for research and remediation.
  • Process client-related travel documents using DTS.
  • Utilize multiple automated systems for financial execution data.
  • Review and remediate unmatched disbursements using DAI.
  • Develop and maintain accounting reconciliations in Excel.
  • Assist with the development and review of Financial Management SOPs.
  • Complete ad-hoc requests related to COVID expenditures and commitments.
  • Manage auditor requests and facilitate compliance with PBC due dates.
  • Monitor and maintain financial transactions for various categories.
  • Perform research and reconciliation of accounting data entries.
  • Support contract PMO and business development as needed.

Requirements

  • Bachelor's Degree in Financial Management, Financial Analysis, Managerial Finance, Accounting, Business or related discipline.
  • Extensive experience with GFEBS and its modules.
  • 3 years minimum experience in DoD accounting analysis or budget execution.
  • 1 year minimum direct experience with Defense Health Program operations.
  • Strong knowledge of DoD and Federal budgetary and accounting methods.
  • Working knowledge of the Statement of Budgetary Resources and USSGL.
  • Strong communication skills, both written and oral.

Nice-to-haves

  • Experience with Defense Agencies Initiative (DAI).
  • Familiarity with WAWF, DCAS, MOCAS, Vendor Pay, DTS, AXOL, EDA.
