About the position

The Financial Management Analyst position at the National Institutes of Health (NIH) involves providing expert advice on budget and financial issues affecting national programs. The role is critical in analyzing the impact of budgetary actions, developing financial models, and ensuring compliance with legislation related to budget formulation and execution. This position is located in the Center for Biomedical Informatics and Information Technology (CBIIT) within the National Cancer Institute (NCI).

Responsibilities

• Serve as an expert financial management analyst, advising on budget and financial issues affecting national programs.
• Project and analyze the potential effects of budgetary actions on program viability and attainment of program objectives.
• Recommend program adjustments required by ceiling allowances and changes in executive policy.
• Examine costs and estimates, and develop alternative cost methodologies to produce independent cost estimates.
• Investigate new cost methods and approaches, develop complex financial models, and propose new cost strategies.
• Interpret and assess the impact of new and revised legislation on the organization's budget.
• Review budget justification data for accuracy and adequacy.

Requirements

• U.S. Citizenship or proof of being a U.S. National.
• 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service.
• Experience analyzing and evaluating changes in program plans and funding.
• Experience developing reports and presentations on financial management.
• Experience reviewing budget justifications and developing budget documents.

Nice-to-haves
