About the position

As a Financial Management Specialist at the Navy Exchange Service Command, you will play a crucial role in validating budget formulation, execution, and the appropriate use of funds. This position requires you to implement legal and regulatory controls over approved budgets, ensuring compliance with financial policies and procedures. You will advise on financial and budgetary policies for agency-wide programs, providing insights that help shape the financial direction of the organization. Your analytical skills will be put to the test as you analyze and recommend financial costs and benefits of alternative methods for the organization’s programs and administrative operations. You will utilize your knowledge of budgeting and financing concepts, principles, practices, laws, and regulations to support the financial management of the Navy Exchange Service Command. In this role, you will be responsible for developing, recommending, and implementing budgetary and financial policies. You will also be expected to utilize the Navy Enterprise Resource Planning (N-ERP) or related automated financial systems to extract, interpret, and analyze financial reports and statistical data. Your expertise will be essential in ensuring that the organization adheres to financial regulations and effectively manages its resources. This position is a permanent, full-time role located in Virginia Beach, VA, with a salary range of $104,861 to $136,323 per year. You may also be eligible for part-time, substantial, or ad-hoc telework at the discretion of management, and travel may be required up to 25%.

Responsibilities

  • Validate budget formulation and execution, ensuring appropriate use of funds.
  • Implement legal and regulatory controls over approved budgets.
  • Advise on financial and budgetary policies, procedures, and regulations for agency-wide programs.
  • Analyze and recommend financial costs and benefits of alternative methods for the organization's programs and administrative operations.
  • Utilize concepts, principles, practices, laws, and regulations of budgeting and/or financing to support financial management.
  • Develop, recommend, and implement budgetary/financial policies using relevant concepts and principles.
  • Utilize the Navy Enterprise Resource Planning (N-ERP) or related automated financial systems to extract, interpret, and analyze financial reports and statistical data.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass the E-Verify employment verification check.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Specialized experience performing work equivalent to the next lower grade level (GS-12) in the federal service or equivalent experience in the private or public sector.
  • Experience validating budget formulation and appropriate use of funds.
  • Experience analyzing and recommending costs and benefits of alternative methods of financial management.
  • Experience implementing legal and regulatory controls over approved budgets.
  • Experience developing, recommending, and implementing budgetary/financial policies using relevant concepts, principles, laws, and regulations.

Nice-to-haves

  • Experience with financial management in a federal agency.
