About the position

You will serve as a FINANCIAL MANAGEMENT ANALYST in the FLEET COMPTROLLER, FINANCIAL MANAGEMENT DIVISION of COMMANDER US FLEET FORCES COMMAND. In this role, you will be responsible for verifying obligations to plan, identifying activities that are not executing to requested authority, and identifying possible assets or shortfalls in authority that need to be addressed. Your work will involve providing communication and customer service within the organization, with subordinate commands, and with higher echelons, ensuring a positive and friendly customer service experience. You will monitor obligations according to submitted phasing plans and expeditiously identify possible assets and/or shortfalls. Additionally, you will reconcile controls and execution between the Program Budget Information System (PBIS) and accounting and feeder systems to ensure that accepted authority remains in balance and execution is properly recorded. You will also identify and monitor variances affecting actual reflected executions on the general ledger and review submitted required budget exhibits in the Program Budget Information System (PBIS), CFMS, and other financial systems or databases.

Responsibilities

Requirements

  • At least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector.
  • Experience performing and/or advising on work in any of the phases or systems of budget execution.
  • Experience formulating budget estimates to support plans, programs, and activities required to efficiently support organization goals.
  • Experience presenting and defending budget estimates to upper management.
  • Experience interpreting new/revised Congressional legislation to forecast potential impacts on the command's budget.
  • Experience providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
  • Experience executing modifications to systems, programs, and/or operations and establishing criteria to assess, investigate, or analyze unusual problems and conditions.
  • Experience conferring with executives, officials, managers, professionals, and employees of other agencies and outside organizations.
  • Experience utilizing End of Month (EOM) reports to communicate status of all line items for current and prior year funds.

Nice-to-haves

  • Successful completion of a Ph.D. or equivalent doctoral degree.
  • Successful completion of three full years of progressively higher level graduate education leading to such Ph.D. degree.
  • Possession of a LL.M. that is related to this position.
