About the position

The Financial Management Analyst position at the US Naval Sea Systems Command involves developing and implementing financial management plans and procedures to ensure the effective application of financial resources in support of the organization's mission. The role includes reviewing financial documents, conducting program execution reviews, and providing analytical advice on financial transactions. The analyst will also coordinate budget submissions and assist in the development of Congressional briefs, ensuring financial integrity and compliance with policies.

Responsibilities

  • Develop and implement financial management plans, procedures, and programs.
  • Review execution documents/reports using financial management systems.
  • Direct and perform program execution reviews and analyses.
  • Review and recommend approval of budget exhibits and justifications.
  • Conduct research for top-level budget summaries during budget cycles.
  • Coordinate the development and submission of the Program Objective Memorandum (POM).
  • Review responses to Congressional inquiries and assist in developing briefs.
  • Provide analytical advice on financial transactions and program execution.
  • Develop reports and data for managers regarding the status of funds and obligations.
  • Develop briefs for senior managers on program execution and recommend corrections for variances.
  • Oversee the financial integrity and accuracy of accounting and budget execution reports.
  • Prepare and review responses to external audits and financial management policies.
  • Conduct evaluations of financial-related issues from audit reports.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must obtain and maintain a security clearance.
  • At least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency).
  • Intensive knowledge of financial administration principles.

Nice-to-haves

  • Certification in the Acquisition Functional Area and category assigned to the position.
  • Experience in federal financial management.
