About the position

The Financial Management and Systems Analyst position at the Department of Defense (DFAS) involves coordinating business rules and requirements for various DoD business areas, conducting extensive analysis to support DFAS organizations, and ensuring compliance with DoD and DFAS policies. The role requires a strong understanding of financial management principles and the ability to provide high-level financial systems expertise to senior leadership.

Responsibilities

  • Coordinate business rules and requirements for DoD business areas concerning accounting, disbursing, commercial pay, and people pay.
  • Conduct extensive analysis, review, and study of program goals and priorities in support of DFAS organizations.
  • Conduct agency-level research to determine if solutions to business needs currently exist or if new solutions are feasible.
  • Review and analyze DFAS business practices to ensure compliance with DoD and DFAS policy.
  • Communicate and interpret operational priorities for each organization to analyze effective business solutions.
  • Provide input to the development of formal operational cases when enterprise-wide operational solutions are proposed.
  • Maintain a repository of business rules, systems interfaces, and test requirements.

Requirements

  • One year of specialized experience equivalent to GS-12 level in the federal service.
  • Expert knowledge of financial management principles as they relate to automated systems processing and finance operations.
  • Experience in planning and implementing process improvements related to large-scale accounting and financial operations, systems, policies, and procedures.
  • Experience in leading projects by planning, organizing, and scheduling to achieve successful outcomes.
