About the position

The Financial Management Specialist Deputy Chief of Staff position at the Department of Defense's Defense Counterintelligence and Security Agency (DCSA) is a critical role within the Office of the Chief Financial Officer (OCFO). This position is designed to support the leadership of the OCFO by managing various aspects of financial operations, including budget management, resource allocation, and policy implementation. The Deputy Chief of Staff will play a pivotal role in ensuring that the agency meets its financial objectives and adheres to regulatory requirements. In this capacity, the incumbent will be responsible for the day-to-day management and execution of DCSA's General Fund (GF) and Working Capital Fund (WCF) budgets. This includes the implementation of policies and processes that facilitate effective budget execution. The Deputy Chief of Staff will also support OCFO leadership through strategic meetings and activities, ensuring that tasks and project deliverables are managed efficiently. This role requires a high level of communication and coordination, as the Deputy Chief of Staff will represent the OCFO in various internal and external meetings, conveying the agency's positions and actions effectively. Additionally, the position involves organizing communications within the OCFO to ensure that information is disseminated widely and that policy enforcement is maintained. The Deputy Chief of Staff will directly support the Chief of Staff in operational activities, including budget and expenditure reporting, compliance with regulatory deadlines, and employee certification and training status reporting. This role is essential for maintaining the integrity and efficiency of the financial management processes within DCSA, contributing to the overall mission of the agency.

Responsibilities

  • Support CFO/DCFO and CoS in day-to-day management and execution of DCSA's GF and WCF budget through policy and process implementation.
  • Directly and indirectly support OCFO leadership and staff through planned and ad-hoc strategic meetings and activities, task management on behalf of OCFO.
  • Represent OCFO in a variety of internal and external meetings, messaging OCFO position and actions back to OCFO.
  • Organize communications and activities within OCFO, ensuring widest dissemination of information and policy enforcement.
  • Directly support OCFO Chief of Staff in operational activities, including OCFO budget and expenditure reporting, status reporting for employee certification and training, compliance and regulatory deadlines.

Requirements

  • Must be a US citizen.
  • Selective Service Requirement: Males born after 12-31-59 must be registered for Selective Service.
  • Expert experience working in budgets, project management, and space and resource management.
  • Advanced experience in strategic budget planning, programming, budgeting, and execution processes to meet short and long-term goals/objectives.
  • Experience and skill in planning, organizing, developing, directing, and executing special complex projects.
  • In-depth ability to direct and coordinate a wide variety of activities concurrently.
  • Experience and skills in oral and written communications to prepare, present, and explain complex information, recommendations, and findings.
