About the position

The Financial Manager/Comptroller is responsible for overseeing financial accounting, budgeting, auditing, and cash management within the Administrative Services Division of the Department of Environmental Quality. This role involves directing staff activities, maintaining financial data, developing accounting systems, establishing financial controls, and coordinating external audits. The position also includes preparing financial statements, reviewing budget requests, and supervising the Accounts Payable and Grants Management sections.

Responsibilities

  • Plan, direct, and coordinate fiscal operations and financial accounting functions.
  • Develop accounting systems and procedures for recording revenues and expenditures.
  • Direct the maintenance of accounting records concerning appropriations, payroll expenses, and other financial transactions.
  • Plan and direct operational or financial audits to ensure accountability and compliance.
  • Direct the preparation of financial statements and reports.
  • Review and approve obligations and expenditures as needed.
  • Establish necessary fiscal controls for accountability of revenues and expenditures.
  • Direct the review and preparation of budget work programs and agency budget requests.
  • Supervise the Accounts Payable and Grants Management sections, including staff performance reviews and discipline.

Requirements

  • Bachelor's degree in accounting, business, public administration, or a closely related field.
  • Five years of experience in professional accounting or auditing, including two years in a supervisory or administrative capacity.
  • Proficient in standard software including Microsoft Office (Word, Outlook, Excel, Access, Teams) and the Internet.
  • Excellent verbal and written communication skills, project management, dynamic leadership, and data analysis abilities.

Nice-to-haves

  • Knowledge of PeopleSoft Phase II Project Based accounting.
  • Knowledge of statewide accounting manual and Oklahoma State Finance Act.
  • Knowledge of the legislative process and budget request process.
  • Knowledge of Workday Payroll.
