About the position

The Financial Operations Manager for the City of Norfolk is responsible for managing and monitoring various financial projects and accounts, ensuring compliance with laws and regulations, and improving financial and operational systems. This role involves overseeing accounts payable and receivable, budget transfers, and purchasing processes, while also supervising staff and providing training on financial operations.

Responsibilities

  • Review, evaluate, and improve financial and operational systems, processes, and data control functions.
  • Assist and support accounts payable and accounts receivable, contracts, purchasing, budget transfers, and financial processes.
  • Manage contract compliance, budget, finances, purchasing, and operational processes.
  • Serve as the principal point of contact for questions regarding financial and operational processes and administration.
  • Ensure compliance with regulations pertaining to procurement and contract compliance.
  • Generate informational reports and correspondence, maintain records, review and authorize invoices, and act as purchasing liaison for RFQ, RFP, and IFB contract solicitations.
  • Develop and monitor the division's budgets and prepare reports for statistical analysis.
  • Supervise and evaluate administrative and storeroom staff, review and approve staff time and leave, and coordinate training.

Requirements

  • Bachelor's degree in a relevant field.
  • Three years of experience in financial operations.
  • Experience preparing and monitoring multi-line budgets and overseeing accounts payable functions.
