About the position

The Financial Program Specialist serves as a key member of the Financial Statements Section within the Administration Division of the Federal Bureau of Prisons. This role involves providing oversight and guidance on financial management operations, ensuring compliance with BOP policies, and recommending improvements to enhance efficiency and effectiveness in financial processes. The specialist will independently handle various financial and budgetary functions, proactively identify financial trends, and resolve issues to support the agency's management objectives.

Responsibilities

  • Facilitate and interpret BOP policies related to financial management functions.
  • Provide oversight and guidance to Central Office, institution, and regional office staff on financial management operations.
  • Review, analyze, and evaluate BOP financial management operations and recommend changes for maximum utilization of resources.
  • Independently accomplish financial and budgetary functions, including reconciliation of accounts and reviewing financial obligations.
  • Ensure proper tracking of reimbursable agreements for elimination purposes.
  • Identify changing financial trends and resolve problems to avoid adverse impacts on management objectives.

Requirements

  • U.S. Citizenship is required.
  • At least one year of specialized experience equivalent to the next lower grade level in the normal line of progress for the occupation.
  • Experience performing annual certification of accounts receivables.
  • Experience analyzing local financial management work processes and implementing changes to improve workflow.
  • Experience performing reviews of General Ledger accounts and verifying accuracy.
  • Experience identifying invalid General Ledger account balances and resolving discrepancies.

Nice-to-haves

  • Experience serving on workgroups to resolve accounting/financial management related issues.
  • Experience identifying accounting errors impacting the preparation of Financial Statements and providing corrective action.
