The Financial & Regulatory Policy Analyst at Hawaii Gas plays a pivotal role in shaping the company's strategic direction and ensuring compliance with regulatory standards. In this role, the analyst will leverage forecasting models to assess company performance under different scenarios, providing valuable insights to senior management regarding planning implications. The position also involves conducting cost of service studies and developing rate designs based on both cost and market factors. The analyst will offer technical advice on regulatory and tariff matters, ensuring accurate and timely tariff administration while drafting responses to customer complaints. The Financial & Regulatory Policy Analyst will contribute to the company's regulatory strategy, ensuring alignment with regulatory requirements and internal policies. Compliance reporting is a critical function of this role, which includes managing monthly, quarterly, and annual filings with regulatory bodies. Building and maintaining relationships with regulatory representatives is essential, as is staying informed about relevant regulatory changes that could impact the company. Additionally, the analyst will keep abreast of industry trends, competitor activities, and regulatory changes that may affect the company's operations.

Responsibilities

  • Leverage forecasting models to assess company performance under various scenarios and provide insights to senior management on planning implications.
  • Conduct cost of service studies and develop rate designs based on cost and market factors.
  • Offer technical advice on regulatory and tariff matters, including rule interpretation and drafting responses to customer complaints.
  • Ensure accurate and timely tariff administration.
  • Contribute to the company's regulatory strategy and ensure alignment with regulatory requirements and company policies.
  • Manage compliance reporting, including monthly, quarterly, and annual filings with regulatory bodies.
  • Build and maintain relationships with regulatory representatives and stay informed on relevant regulatory changes.
  • Keep updated on industry trends, competitor activities, and regulatory changes that could impact the company.

Requirements

  • Bachelor's degree in finance, economics, accounting, business administration, or a related field.
  • 3+ years in financial analysis, accounting, audit, or regulatory functions demonstrating exceptional analytical and forecasting abilities.
  • Proficient in building financial models and performing scenario analysis using financial software programs and applications.
  • Strong ability to provide insights and clearly communicate to support informed decision-making.
  • Proficient in writing detailed explanations to both internal and external stakeholders.
  • Proficiency in MS Office tools, particularly Word, Excel, and PowerPoint.

Nice-to-haves

  • Working knowledge of regulatory principles and practice, particularly as it relates to Hawaii.
  • Industry-specific experience in the utility or energy sector, or a deep understanding of Hawaii's regulatory landscape.
  • Experience with the Public Utilities Commission, the Division of Consumer Advocacy, Department of Business Economics Development and Tourism.
  • Relevant certifications such as Certified Financial Analyst (CFA) or Certified Public Accountant (CPA) or Certified Regulatory and Compliance Professional (CRCP).
