The analyst will be responsible for collecting and compiling information, reviewing and revising bid and RFP documents, and formulating purchase orders to ensure compliance with applicable statutes. Additionally, the role involves developing complex technical proposals, performing statistical analysis, and identifying alternatives to address various situations or solve problems. The analyst will also estimate costs of proposals and forecast future resource demands, ensuring that the department is well-prepared for upcoming projects. In this position, the analyst will draft reports and other technical documents, administer and monitor contracts and grant projects, and ensure timely delivery of goods and services. The role requires acting as a liaison between the department and contractors, assisting in formal audit reviews, and negotiating changes or supplemental agreements as necessary. The analyst will also conduct pre and post-administrative briefings, finalize data analysis, and prepare reports that include recommendations for improvement based on existing operations and conditions. Overall, this position plays a crucial role in supporting the financial operations of the department and ensuring compliance with regulations and policies.

Responsibilities

  • Plan, develop, and engage in research projects regarding procurement, contracts, grants, and other financial projects.
  • Collect and compile information for various departmental needs.
  • Receive, review, and revise bid and RFP documents; research and formulate purchase orders to ensure compliance with applicable statutes.
  • Develop complex technical or specialized proposals or solicitations.
  • Perform statistical analysis and interpret findings to inform decision-making.
  • Identify alternatives to address situations or solve problems, including their advantages and disadvantages.
  • Estimate costs of proposals and forecast future demand resources.
  • Research and review pertinent regulations, laws, manuals, and procedures related to departmental fiscal matters.
  • Draft reports and other technical documents, including specifications for goods and services.
  • Administer and monitor technical and complex contracts and grant projects, ensuring timely delivery of goods and services.
  • Monitor contractor performance on pricing, quality, and quantity of goods or services specified in contracts.
  • Act as a liaison between the department and contractors in case of disputes, clarifications, and complaints.
  • Assist in formal audit reviews of contractors and negotiate changes and supplemental agreements as necessary.
  • Conduct pre and post-administrative briefings and finalize data analysis, statistical charts, graphs, and spreadsheets.
  • Search, update, and access computerized databases in support of the overall program.
  • Design and develop analysis techniques and methodologies for special projects.
  • Prepare reports and studies based on primary data collection methodologies.
  • Write white papers and statistical reports on departmental operations and provide technical support and information to the department.

Requirements

  • Bachelor's Degree or higher in business, public administration, economics, finance, or a related field.
  • One (1) year of experience involving the application of research methods.
  • Texas Class 'C' Driver's License or equivalent from another state.
  • Ability to pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check within the first six months from hire.
