About the position

The Financial Systems Analyst II position at Vector CSP LLC involves providing engineering and technical support to the Naval Information Warfare Center (NIWC) Atlantic for the USCG Integrated Product Team (IPT). The role focuses on financial management support for various Coast Guard cutter systems, including budgeting, financial analysis, and program performance assessment.

Responsibilities

  • Confer with clients to restructure, refinance, or raise new debt.
  • Create client presentations of plan details.
  • Determine the prices at which securities should be syndicated and offered.
  • Develop and maintain client relationships.
  • Draw charts and graphs using computer spreadsheets to illustrate technical reports.
  • Employ financial models to develop solutions to financial problems or assess the financial impact of transactions.
  • Evaluate and compare the relative quality of various securities.
  • Evaluate capital needs of clients and assess market conditions to inform structuring of financial packages.
  • Inform investment decisions by analyzing financial information to forecast business, industry, or economic conditions.
  • Interpret data on price, yield, stability, future investment-risk trends, and other factors affecting investment programs.
  • Monitor developments in industrial technology, business, finance, and economic theory.
  • Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures.
  • Research economic and financial developments affecting the organization's spending.
  • Develop guidelines and policies governing the formulation and maintenance of budgets.
  • Conduct training sessions regarding new budget procedures.
  • Coordinate financial activities across various stakeholders.
  • Manage finances across multiple funding types.
  • Track budgets, costs, and variances.
  • Produce executive summaries.
  • Conduct financial reporting and analyses on financial issues and customer requirements.
  • Develop and propose courses of action and recommendations for financial issues.

Requirements

  • Bachelor's degree in a business-related field.
  • Three years of experience providing financial management support to a program/project or corporate operations department.
  • Experience in preparing annual budgets and measuring organizational performance.
  • Experience in cost-benefit analysis and assessing program tradeoffs.
  • Familiarity with the Navy Working Capital Fund business model.

Nice-to-haves

  • Proficiency in research methods and statistical analysis.
  • Experience with financial/analytical software (spreadsheets).
  • Project management skills including planning, scheduling, budgeting, and resource allocation.
  • Strong communication skills for conveying information to stakeholders and team members.
  • Attention to detail for accuracy in documentation and processes.
